But Precision XOC works for other manufacturer's Pascal cards like nvidia's own 1080 minus some features.  Why won't it work for Titan X just because it's not EVGA?

Does it? I thought it asks for serial # and email when you open it and if its not evga no luck?

Yeah. If you don't have an eVGA card, you don't get some of the features that is offered for an eVGA card. Let me go look for that thread.
It states so in their own page for the download. It states features are automatically added if you have eVGA gpu. Kboost, scanner, directx 12 odd.

I can't imagine ... someone will rather pay crippled TITAN 1200$ with reference BIOS instead 60% stronger GTX1080 SLI.
Maybe even more because some GTX1080 are overclocked.
Even with 3840 CUDA that would be worse option, now with 3500 that's bad, bad, bad.

Because running GTX1080s in SLI can also be a story about crippled performance.  Remember, SLI does not always scale very well and very much a game specific as to how well it works.  This is one of the main reasons why I am the proud owner of a new Titan X Pascal card.  I don't want to have to use SLI just to game with maxed settings at UQHD and 4K/UHD resolutions.  Even the 1080 requires SLI in most (not all games) at those resolutions at maxed graphics settings in game.  I am very happy with my Titan X in my main rig and my 'soon to be owned' EVGA GTX1080 FTW Hybrid in my secondary mini-ITX gaming rig where I mainly game at 'only' WQHD.  I would have loved to buy another Titan X, but alas one was enough to deplete my budget...for now...lol.

Planetside 2 is unplayable in SLI.  I bought the EVGA Titan X SC and EVGA waterblock 8 months ago.  It was great.  I just bought the Pascal Titan, EK waterblock should arrive soon.  Minimum FPS is much better.  I haven't compared frametimes yet.  If a much better single gpu comes out 8 months from now with a price tag of $1500, and it increased those minimum frames/decreased frametimes, I'd probably get it.  SLI is worthless to someone like me.  I am just glad they keep making these monsters, but it was a big mistake to not allow 3rd party vendors; specifically EVGA.  I don't like the lottery.  I can only imagine how BAD NVIDIA customer service is.

The only beef I have with Titan XP is that other card makers are not allowed to make them for whatever manufacturer/company drama is going on there, this totally kills my loyalty for NVidia irreversibly and will be looking at AMD cards as well in the future even if they don't usually have cards that measure up.  I would buy EVGA made AMD cards that's for sure.  I have two unopened Titan XP until I get the water blocks and back plates and it will highly irritate me to say it in the nicest politically correct way without using 4 letter words if NVidia released a new Pascal with 24GB of HMB2 with close to 4,500 cuda cores in a few months.

I am building a custom water cooled system using:
Thermaltake P5
Asus Maximus VIII formula
g.skill tidentZ ddr4
Titan x pascal
Thermaltake watercooling fans and 420 Radiator

When I load Precison xoc on my system and reboot, the system locks up requiring a clearing of cmos and boot using the intel onboard vga. I remove the program and All is well. I tried another known good Titan x pascal and the same thing happens.  I am considering several options including replacing the MoBo.

I have built many systems and been in the computer game for nearly a half century and never seen any thing like this.
Also I get nearly identical results with Afterburner.
