Since the fan in this kit has only two pins, I assume that its speed is controlled by the graphics card adjusting the voltage. I am interested in changing to a fan with a higher static pressure and lower noise, the noctua industrial fan.

I think that would work great, but maybe connect it to the motherboard to have control. I am unaware of the graphics card ever changing the radiator fan speed, but might be wrong, as I have only connected both of my fans to the motherboard. I replaced the stock fan with a Fractal Design Venturi HP-12 PWM Black Case Fan FD-FAN-VENT-HP12-PWM-BK, which lowered the temp about 5°C using my fan curve, and it is much quieter. I made some earlier posts here about using SpeedFan which you might find interesting.

The radiator fan if  attached to the kit will run at constant speed. The Noctura fan will work if you plug it into the kit but it also will run at constant speed. The fan on the board is variable and can be adjusted by Precision X OC. Don't know why the didn't allow the radiator fan to be adjustable? I have two Corsair fans in push pull on my radiator but I connected them to my fan controller NZXT Grid 2. You can connect them to a PWM on the motherboard. My mother board will not allow me to use Speed Fan on PWM.

So installing this water cooler allows you to run a quiet fan curve since most of the noise comes from the blower on the card, right?  Especially if this kit is used on a titan pascal which uses GDDR5x which runs cooler. Would using 2 fans in push/pull add anything besides noise? Since the max temps people are reporting with the stock fan are 53 to 63 deg C , then that is already way below thermal limits.

Yes I read about your use of speed fan to slow the fan. Thank you for the clear explanation with pix. I am a more analog kind of guy-my case is a fractal design and has a three position fan speed switch - so I might just use that.

So just to clarify, I've done a bunch of testing with this cooler and I can also confirm that the stock fan is a 2 pin fan that runs at fixed rpms. The fan itself is molexed into a 3 pin connection so you can easily replace it with any 3 pin case fan. Notice the thin wire that is next to the water tubes (first pic). That's the wire feeding the radiator fan and it will NOT fit a pwm fan. The stock fan is also quite loud at least to my ears.
I tested it in push, pull and push pull. In my case, pull is tiny better and push pull gives me a delta in temps of about 5 to 8C .
I am running a 3 pin case fan that came with my air 240 case in push connected to the gpu cooler (so running at fixed RPMs but its quiet) and a Corsair ML120 pro White in pull hooked up to the mobo (see second pic). This fan is pricey but I really like it.  I am using speedfan to control the PWM fan. My idle temps are mid 30s and load temps high 50s. They may not be ideal for this cooler in push/pull but I  doubt I can do better given that I'm using a somewhat tiny case. I hope this helps.

Would the NVIDIA card not supply enough current to drive two rad fans plus the blower? I guess the card is already at max TDP when overclocked so anything we can do to reduce the power draw from the card is a plus. Why not put both cards off the mobo with a plug splitter? I thought it was bad to have fans spinning at different pressures across a rad?
 
From what I read, a lot of people want to increase the max vddc and tdp on the card. I even read someone putting liquid metal across the resistor near the power plug. That adds a little juice. I would just tape a bit of aluminum foil there.
 
The card has a tdp of 250 w. The pcie slot will give 75w. That means the molex plugs will draw 175w. A combination of 6 plus 8 pin molex plugs should supply up to 300 w. So there should be enough power available if the bios can be adjusted to allow more VDDC.

Just a matter of preference really and to keep my setup as clean as possible without adding any additional wires or splitters. My goal was "silence" over anything and if the stock fan was silent then I would have kept it. The other thing was that I have 5 Corsair ML120s cooling the entire system and 1 Corsair 3 pin case fan so for my OCD's sake I really wanted to get an additional ML 120 but the difference in performance would have been extremely small if any. Also the PWM Corsair fan set up in pull, is sharing a pwm spot with another fan blowing air directly on the videocard so I also wanted to be able to control both based on the GPU temp as opposed to using an additional PWM spot on the mobo (which would have implied running a wire across the mobo ).

I'm interested in this product and I have a few questions. I hope someone can help me.
 
1. Will I need to install thermal pads on the VRMs? Are they supplied/pre-installed or do I need to buy my own? If the latter, what thickness?
2. Fan control is only available for the fan on the card which cools the VRMs. What's a safe speed to set them at? Does a custom fan curve still matter?
3. Can the back plate be reinstalled?
4. Is it logical to screw in the VRM cooling plate first (using the 4mm nuts) before installing the AIO?
5. What's the connector on the radiator fan?
