Just to clarify a few things here : 
 
1. Fans are supposed to activate only under load? e.g. when my GPU is reaching 60C and in IDLE like desktop and internet browsing they should not spin at all?
2. Custom color should be saved after change and another system boot? (Using PrecisionX OC). Mine is not saving at all, it's some sort of light blue LED (supposed to be WHITE I guess?)
 
In case of any other observation I will edit this post and share with you.

If you are on "slave" bios, then the fan will always run. Make sure you are on master bios.

As for the RGB led's, I am not sure.

Do you have PrecisionX OC set to auto-run the settings on Windows Start-up?

Nope, I will try and unable it to run on start up.

About the RGB not saving, try to reinstall evga precision. maybe it's windows registry related.
 
 

oh and about fans, the fans should start spinning only when the temps hit 60C+. and on the right bios.
 
also check if the card really idle and not doing anything (with program like MSI afterborner)
there are some nasty trojan's out that that can use your rig to mine stuff  like bit coin and you will never know. (if not checked)
 
 

I can say the following :

1. GPU was in SLAVE mod for some odd reason and I forgot about that tiny BIOS switch. Now it's in MASTER mode and everything is fine, fans kick in after GPU reaches 66C.

2. Turned PrecisionX OC to Auto-Run and now those color profiles are saved but it takes a bit to kick in. Software is not bad but it's crying for revision and improvement. Also, I suppose WHITE should be WHITE and not LIGHT BLUE?
