In that case, you should try the burn-in process. If the whine doesn't go away, get the RMA from EVGA.
Good luck.

The same author as the one who discussed -whine- in my previous link. This guy is an experienced engineer and provides relatively easy to understand explanations.

Points he makes:

1) the kind of voltage fluctuations that might harm the VR circuitry require an oscilloscope to see or measure.

2) he says:

The ATX specification sets these limits on computer PSU ripple levels:

+12V - 120mV
+5V - 50mV
+3.3V - 50mV
+5VSB - 120mV
-12 - 120mV

My personal preference is to see numbers in or under this range:

+12V - 80mV
+5V - 30mV
+3.3V - 30mV
+5VSB - 50mV
-12V - 80mV

Any power supply which has ripple outside of those proscribed by the ATX specifications can and will cause short term hardware damage (over a period of days to months, depending). Anything outside of my preferences may cause long-term reliability degradation and other issues, though it won't damage your hardware in the short term.

edit: that said. the VoltageRegulator circuit on the card is designed to handle voltage that isn't exactly 12v and convert it to the voltage required by the card. Which in fact is -tweeked- all the time by OC'rs

edit2: Copied from an evaluation of the Asus Hero Maximus motherboard sound system (implying smoothing out ripples is the intended job of a VRM and some noise is not unusual in the power)
"Crystal Sound 3. New for this generation is a new dedicated VRM for the audio sub-system. This change eliminates electrical noise from the power supply to the audio controller for more consistent audio performance. ASUS’ internal testing shows a substantial difference in power noise between the old design and the new. The Z170 Deluxe shows a noise level of 44.5mV compared to 134mV on other designs."

Update: After 16 hours of running Heaven benchmark and pushing card to 100% all the time, coil is still here. Exactly the same, so burnt in test didn't change anything sadly.
I also got reply from caseking store ... they will not be accepting my card, because I voided warranty.
So my only hope is EVGA support directly. Already sent them email, and I can only hope that they will be friendly and solve my problem somehow.

Otherwise I just spent 510€ for nothing -.-

Voided warranty? What did you do to avoid warranty?

I removed stock cooler and put on waterblock.
With that I voided warranty.

It seems a bit confusing to me, since EVGA allows us to do that. When store receives my product, they don't fix it or anything. They send it back to EVGA.
Not to mention that sticker about warranty void if removed is on backplate and isn't covering any screws. So that sticker is still intact and not dammaged or removed.
I went to EVGA just because users on LinusTech forum said it's one of the best brand and flexible with warranty. But turns out that stores in EU aren't so flexible -.-

How did they even know that you removed the cooler if the sticker is in tact?

You'll have to go through EVGA EU for an RMA

Well I did send email yesterday to them, but I opened new ticket right now, because I didn't receive any confirmation about my first email being delivered.
I can only hope that EVGA guys will have some advice how can I fix it by myself. Or in worth case RMA.

Hello,

I got my GTX 1070 FTW also from caseking.de ... i installed the card and tested it with Doom.... i am also getting a coil whine when FPS goes up to 180 200...  When i activate Vsync the coil whine goes away... I didnt try  it with a new PSU... i have the seasonic G550 80+ Gold.

Edit: Only noticable when the room is quiet.... but same noise level as the fans :D

Got coil whine on my 1070 sc too but it got reduced after 6 hrs of just leaving the pc in a game with 400 fps  so it isnt as annoying as it was when i got it.

But great card and nice fans they are really quiet and the temp is amazing xD 66c max with 20% fan speed

p.s fans starting making click noises but can be fixed if i stop them and then let them spin again.

(Card got rma'ed and got a new with less coil whine but still there and the fan clicking is gone too)
