Will the evga hybrid 1080 be limited 1 per household(and restrict someone to create more than 1 account and purchase getting delivered at a second adress or w.e.) or will they just go on the market and who ever buys them first gets them and out of stock never making more again type of thing?

Yes, it only shows 980ti and 980 Hybrid :\ at least on EU store.
