What driver are you running? I haven't tried the latest drivers, but I know that 362.00would not work at all for me. It would crash just about everything, including Fallout 4.
I'm using 364.51. I did that "local file validation" within steam. It found 140 or so files which were not validated. didn't get a chance to see if it helped or not. Will try it tonight.
Edit: I tried installing 361.91 last night, but it told me that I already had a later version driver installed. I didn't feel like uninstalling the drivers, and then applying 361.91; it was late, and was about to hit the sack.

I have a 980 TI SC and am running driver #358.91 with no problems. I am only using 1 card and V-Sync is on. It stays at 60 FPS for me.
I didn't try VSYNC; always had it off. I'll try using it and see what happens.
