I keep killing both Toms, the real one and the Synth one. No sense in taking chances. Can't say how many times I have run into these two. Sometimes the real Tom has already been killed by the Synth replacement Tom. Another doofus I keep running into is that geek selling credit cards. No matter what I decide he calls me a Retard so I just kill him right off the bat any more. He keeps coming back from the dead though. Maybe he was a quintuplet or something. Definitely Zombie material. That sucker just won't stay dead.

Your first 5 Sanctuary settlers are set to essential.  There's on in particular who can't seem to keep their mouth shut (and no, it's not Preston) and ends up annoying me on a regular basis.  So... They get a bullet in the head.  Or the kneecap because it's actually more satisfying to see them limping about for a while.

I can name one guy right now for his annoyance, and that I put him to farming duty because he can't keep his mouth shut. I made the mistake putting him as a seller, and a year later, finally got to the menu. They should have named him "Annoying Sales Guy".
 
Nick is the other annoying one. I just want the NPC sellers to say one thing, "what's up?"

The only Carla in Sanctuary that I can think of is the trader Carla and she's not under player control.   
 
Nick and the others don't annoy me that much.  The two that I would like to put in a sound deadened cage is the married couple.  One doesn't stop whining and the other doesn't stop being a ... well a really annoying individual.  She's the one that routinely gets a bullet.  Does it solve anything?  Nope.   Does it make me happier.  Absolutely.   Does it ever shut her up?  Sadly, no.

I like to buy my bullets from the diner. From time to time those dope dealers drop some stuff that's sellable.

I knew/know who she was.  I think what makes her show up is when you start doing the mini quests to build beds and stuff in Sanctuary.
 
  And yeah, she seems to hang around Sanctuary alot.  Before the 1.3 patch her brahmin would end up on the roof of the house that had all the tool benches.   I didn't actually know about that little diner until I restarted the game, then I managed to find it.  Killed the dope dealer.  Figured guns, bullets and other items were better to have around than a dope dealer.

When I did the Diner quest I decided to make peace between the warring dealers and the diner's owner. That old lady had some Legendary weapon for sale. Don't remember what it was but I bought it anyway. Whenever I want something from the dealer I give him my chems in exchange during the transaction and take all of his caps away. I do that to all of the venders. I select 'Barter' and then sell him whatever I don't want or need until he has no caps left. I got a mean streak when it comes to venders I guess.
