80c is too warm for Maxwell to get high clocks.  Shoot for about 55c or lower for 1500+ and 35ish or lower to get anywhere close to 1600.  Mileage may vary, depending on the GPU, but....as a rule of thumb, those are where most cards need to be.

If you're still getting a power limit, try lowering the voltage a little bit, run the fans at 100% and see if that doesn't help.  The trick is to run cooler, not bash it over the head with more volts, as that won't do you any good.  Maxwell simply does not work like that.

If you want me to mod your bios, link a copy of YOUR stock bios file here, and I'll up the power limits / TDP, PCIe lane and 8 / 6 pins to where you shouldn't see any more power limits.

Having a GOOD PSU is a requirement for this.....start pushing too much wattage through the 6 / 8 pin and PCIe with a poor quality PSU is not a good idea.

Thanks that's really helpful, I was waiting for psu to be mentioned as I think that's where part the problem is. To get them Temps your obviously talking water. So I'm going to start looking for a decent psu and go from there.

i have to tried the bios version 3. but the gpu clock is still fixed at 980 mhz @ 1.281 v. and is not possbile overclocking the gpu with msi afterburner. the settings non accepted, only overclocking memory. but by overclocking the memory, the gpu clock drop under 900 mhz. with an other bios, by overclocking the memory, the gpu clock drop from 1139 to 1050 mhz @ 1 volts. my assumption is any hidden powerlimit, that not show in bios tweaker. the showing powerlimit in version 3 bios is 425W. 

the version 2 ist not available on filedropper, and the version under 84.00.41, version 1, dont work --> black screen

have anyone an idea?

First, we need some background.  What GPU is this (you're talking about 3 slots, so I assume you're talking about a KPE....which one?).  Have you flashed ANY bios versions?  How long have you owned this GPU?  Was it purchased new or used?

06G-P4-4995 (980 ti EVGA GeForce GTX 980 Ti SC+ GAMING ACX 2.0+) from march 2016. with an new bios, 84.00.41.00.xx
 
first, i flashing the version 1, top the first site in this thread, 84.00.32.00.90 --> black screen
 
than i searching and downloaded the evga bios 84.00.41.00.f0 --> no gpu overclocking (1139 mhz @ 1 volts)
 
than i tried to modify the 84.xxx f0 bios --> no gpu overclocking, the same..
 
and last, the version 3, top on the first site in this thread
--> no gpu overclocking, but 1.281 v, and only 980 mhz gpu clock
 
version 2 is not available on filedropper

Ok.  First, you should never flash to a bios that wasn't made for your card.  You should always copy the settings from the bios you'd like to try, into a copy of your GPU's bios, and flash back to it.

Did you ever extract a copy of your stock bios from the GPU, before you started flashing?

i tried to extract the stock bios with gpu-z, but it failed. i have an other acx 2.0 sc+, bevor current card , and the modded bios version 1 (84.00.32.xx) works fine. i think its works with an other acx 2.0 sc+, again. but it dont works. i have not a stock bios 84.00.40.xx, and the other card with bios 84.00.32.xx is away.
what can i do, is the error the downloaded bios 84.00.40.00.f0? but when i flashing, will that dont overwritten the bios 84.00.40.00.f0 and to remove the error?

ok i testet now a other evga, 06g-p4-4996, a ftw, with new stock bios 84.00.41.00.90.
its the same, there is no possible gpu overclocking with msi afterburner or bios tweaker.

Im running a 980ti Hybrid with BIOS 84.00.41.00.90..... like its advised in post 1 theres a 1420v2 modded bios 4 this one but link is NOT working.....
 
 
Can anyone UPLOAD it again???

I currently have a 980 Ti SC+ card, part # 06G-P4-4995-KR  and I can not seem to get it very far for overclocking. Help would be appreciated please :)
 
My setup (for now) is
Biostar TA880GU3+ AM3 Socket MB
AMD Phenom II x4 B50 (all 4 unlocked) CPU
16mb DDR3 ram
ThermalTake 650w PSU
 
 
Soon the 980 TI card will be swapped into a setup with a Asus Z170I MB, Toshiba OCZ RD400 M.2 SSD ,32gb DDR4 2400 ram, and a Intel I5 6600k CPU as soon as I get the rest of the parts ordered. So for now it is in my OLD setup...
