I think maybe you missed something...
Did you checked with other people, owner of 980Ti SC ACX 2.0, what they sad about Max Boost under load?
I see 3-4 BIOS on Techpowerup Video BIOS Collection for 980Ti SC ... Thermal limits is 83C and 91C.
Maybe is time to check with other people how far boost their cards overclocked.
Example if your power target hit max card will drop clock no matter on temperature.
You need to check that and to move slider completely. Maybe someone could give you advice for some other BIOS with bigger power target, voltage mod or similar. And I would try to OC with AB or NVIDIA Inspector and to follow temps, power, clock with GPU-Z Sensor section opened during application and after finish to check Highest Value.
 
 

ur right there , i have all the options maxed out power limit and temps , and i have prioritized temps over power limit temps dont even reach 80c but the boost goes up and down at will ..
 
as i said after burner 170+ is the max stable with these gpus i have all 4 , with asic values all till 75 % on all 4 gpus  , why would evga make a bios which wont allow the gpu to boost to 1500mhz .
 
plus there is no bios recovery option on the gpu in case the bios update fails or some thing i have  a bricked gpu , cant just send it back to evga coz i am at the other side of the world all the way over in pakistan
 
my question is the random ups and down on the boost clock for no good reason .
 
 

Did you tried to uncheck link between power target and gpu temp target and move slider to the end on both settings?
After any clock change and restart Precision X. 
This is one review of EVGA GTX980 SC ACX 2.0 look how they set, that's right way...
They set on 83C temp target, power target to 110% and priority. I even increase temp target on 90C if driver allow OK.
If not that's NVIDIA decision.

Hey All
So got my new pc and having some trouble with my Grapics card...
I downloaded BF4 and played for a while no problem.Temps where good fans where spinning like they should.So next day i wanted to play bf4 and the fans where not spinning when the card was under load.
Around 80-85 ? The card blows hot air out of the side to reduce the temperature and when it's back up to 85 ? it does it again.
In evga precisionX 16 tool i saw that the fan speed bar was going up but the counter stayed @ 0rpm and fans where not spinning ???
The Fan speed is on auto and fan curve is on agrassive so ya...Don't know what here the problem is ?

Can you tried to manual set fan speed, 50% or 70%?
If not that could be problem. I think one guy complain on similar problem and at the end he started RMA request.
You need to try to reinstall Precision X and NVIDIA Driver and to try with any other software, Afterburner or NVIDIA Inspector.

Hi all, just received my 980TI
Currently I'm using Mini Display Ports for my Eyefinity triple monitor set up.
Old card was Radion. And I had to use active adapters.
Just need some help in setup, as my card came with option 1 for display.
I'm waiting on 3 Acer XB270HU's
What wiring configuration do I need to use ?

i find it very strange that the 980ti acx 2.0+ sc for some reason is unable to maintain 1500mhz boost , my 970 g1 in 3d mark is constant stable at 1500mhz boost but ur top of the line gpu just can not -
 
i have tried all options in after burner , kept the core at 170 / maxed out the votlage setings / power limit to max etc - the frequency keeps on jumping from 1488 / 1433 to 1455 on its own .
 
only some times in valley benchmark it touched 1502 mhz then again jumps every where below this / temps dont cross 75c  , i have 4 gpus in quad sli and checked each gpu on its own / none of them manage to keep 1500mhz boost . which is very strange .
 
asic values are all above 75% , it seems odd that it wont do it .
 
Evga precesion x latest version crashes in windows 10 , and if you try to enable kboost it some how the nvidia drivers are some how uninstalled as it says no hardware found and i have to manually again load up the drivers
