I wish I'd waited to register my GPU. I've been wanting Rise of the Tomb Raider since I heard about it. I still haven't touched the game I got with my 980 FTW.
If only I'd waited.

So I bought an eVGA Titan X SC gaming from Amazon as a gift for a friend..and he got  no game code ...the card was purchased on
January 25th....should he have received a game code?

and if so, how do I rectify this?

Call Amazon. That's what I had to do and they activated it for me too.

Registration doesnt change eligibility, it's based off of purchase date.

Amazon and Nvidia state that the code goes to the person that purchases the item, so you may need to check your email and receipt. If you bought it, amazon would normally send you the code in an email or digital format. If you purchased it as a gift item, I am not sure how it would work, so you should contact amazon since they would have the code for that card.

Amazon tells me "tough cookies...that promotion is no longer valid"...guess I'm out of luck. (stupid that a colloquialism can't even be used, imo)

Maybe the current one only applies to cards purchased in eVGA's store? Anyway, the tomb raider one.
