I know this is a very old post but perhaps this info could be helpful to someone.
I just bought the X79 FTW, I know is considered old tech by now, but the thing is a friend gave me as a gift a 3960X Sandy bridge E CPU he was not using anymore and I had some stock of DDR3 ram, so I decided to build a X79 rig. Although I've never owned a motherboard from EVGA  I found a new EVGA X79 FTW at a very good price and didn't hesitate.
Yesterday when I finished the system and tried to boot, using an Asus GTX 1070 Strix, I got the exact same issue you're describing in this thread.
Solution: I put an old EVGA GTX 460 I had somewhere and boom, everything worked, then I updated the BIOS to the latest version available and now I'm running the system with my Strix 1070 without problems. Now I'm trying to run my Corsair memory using the XMP profiles but for some reason if I try to put the memory profiles in other but auto the system does not boot. I've done some research and this and some USB port problems seem to be common with these boards, for now I will continue looking for answers.




If the XMP profile doesn't work even with the latest BIOS update, then you might want to try entering the memory timings manually. You can find out the major timings by googling the part number that is on the RAM. All of the other numbers not listed but in the BIOS' memory timing options can be left at auto.
 
Also, make sure that you set the proper voltage for the RAM. That should also be listed on the RAM, or can be found by googling the RAMs part number.

What I do not see in your Post is that you have updated the Firmware on the USB 3.0 of your Motherboard.
I have had all 4 of EVGA's X79 Motherboards and have two Dark and two Classified running 7/24 ATM.
My Backup X79 MB is the X79 FTW so I even have this board.
You will also need force-enable-gen3.exe with the CPU you have to enable Gen3 on your Graphics Card.
Starting off in a Garbage Thread may not have been the best place to post you first Post on the Forums.

Yeah, I agree with you guys about the fresh post , I'll do it the next time. Regarding the firmware for the usb 3.0 I found it doing some reading here in the forum, but thanks anyways. I also downloaded the force-enable-gen3.exe from Nvidia website. Thanks for the tips.

I'm glad you got the GPU issues resolved. As for the RAM have you tried not using XMP Profiles and set the RAM to manufacture spec manually? (Timings, speed and voltage)

I guess I'm old school and always set manually making sure the correct voltage is used.
