was trying to be clear on that as any previous Kboost (precision installed or not) must be undone before any driver install/update .I would disable it ,uninstall precision then the driver, reboot...Then
Install precision
Install Driver (try a different downloaded driver Pref Nvidia direct)
Enable Kboost (remember to keep the start with windows enabled before next step)
Reboot

I tried to explain this by saying clean install but yes.  I am no stranger to EVGA Nvidia Cards and Evga Precision.  
All my drivers are always from Nvidia direct and i always uninstall Evga precision Before Installing/upgrading my Nvidia Drivers.
 
 
It will let me enable K boost.  But then after selecting start with windows and restarting my pc, my clocks are back to idle frequencies.  It must not be applying the k boost period.
 
works fine in windows 7 and always has.  Same drivers too. Except Windows 7 environment
 
There must be some sort of Nvidia Inspector Command out there that will force the effect on the card.  I remember somewhere on this Forum, there was a post with these commands.

However,  I just tried it and it does not work for me. 
 
I did however figure out what is going on but don't know how to fix it.
 
Basically The power Management Feature in Nvidia Control Panel is by default set to "Adaptive".  But the control to change it does not show up at all ON ANY Nvidia Drivers for Windows XP 32bit.  So you have to go into Nvidia Inspector and change it there.  BUT!!!!! any change you make has ABSOLUTELY no effect. 
So for some reason its LOCKED to Adaptive somewhere and any change I make using Nvidia Inspector has no effect.
 
I have even tried the following:
 
I did a clean install of an older Nvidia Driver ver 310.90whql  and I even installed an older version of EVGA Precision X Ver 3.0.4. 
This did not help.  When I enable K boost, I get the prompt to reboot, but afterwards clocks are still at 324mhz and voltage is still at 1.10v.

Why would you want the card to run at full clocks all the time and consume more energy? What do you gain if you are to OP running stock clocks and aren't doing it under the defense of 'adding stability to your overclock'?

Instead of asking me why am doing things this way,  Please just reply with helpful troubleshooting comments.
 
I don't have the time to fully explain why I want my clocks at 100% usage all the time.  In short, a few games I play on Windows XP are suffering from terrible stutters when the GPU keeps dropping its clocks down every time I pause the game!  It takes a horrible 5 or so seconds for the clocks to go back to full load once the game is un-paused. 
 
Bottom line is, I should be able to see and change the Power Management Feature in Nvidia Control Panel and the changes I make should work.
 
So there must be a setting or control somewhere in XP registry im guessing that controls this feature.  K boost does nothing like I said.

Im still having issues with Kboost on Windows XP 32bit.   
 
I would really like help from EVGA on this.  As there should be a tweak/registry hack of some sort that will force my gpu to force constant voltage and clocks.
