Ill just give you the files you need.

http://www.mediafire.com/?hvo4zpg31dxo2gb Place both files in your Precision X install folder.
Open the DecompileSkin file enter the drive location and the name of the skin you want to decompile, I have one of my skin names in there paste the skin name you want there, save exit and double click, this will give you your files to work with in the skin folder. Do the same with the CompileSkin file, Once you have made changes to your skin files you Compile it, this will make your skin. Don't forget to save files as 24-bit bitmap.
To change the name go into the skin folder change the name of the folder that was created when you decompiled, go back and edit the compileskin.bat to have the new skin name save and then compile it, it should make the skin with the name that you want.
If you have any question just let me know and I'll try to help, and there is a thread on the forum on making custom skins you should take a look.
