x99 classy EK D5 PWM pump low flow rate.

I have purchased an EK D5 PWM pump and connected it to CPU fan 4-pin connector on the board... When I set maximum pump speed (100%) in bios, it only runs at 3400rpm, as opposed to 4800rpm of pumps maximum speed... Any ideas folks?..

Is coil whine ok?

I have a evga gtx 1070 ftw and I can hear a coil whine.... I have the pc next to table, the card is inside the case. I can hear it from 3 feet away, it's louder than my loud fans. Is it something to worry, should I RMA, or any fix?..
