installed GT 720 in Dell XPS 9000 and got snow

I performed a clean install of a GT 720 in my Dell XPS 9000 with Windows 7 and also Windows 10 on a 2nd HDD.  The video card worked on a Standard VGA Graphics driver but when I installed the EVGA Nvidia GeForce 720 driver, my display turned to colored snow after a restart (see attachment).   I tried 3 older drivers as far back as Jan 2015 with the same result. Is this a problem with the card, the driver or an incompatability of the card with the Dell computer?

    Re-check your cables.
    Did you remove the older drivers and run DDU before you removed the old card?
    What was your Old Card?
    Did you disable the intergraded Graphics in the Bios?
    Is your Dell XPS 9000 Bios Current?
    What is the Full Model Number of your GT 720? P/N: 02G-P3-2724-KR or P/N: 01G-P3-2722-KR
    Your Power Supply is the 0F217J Dell 475 Watt Power Supply  so you should not have any power issues.
    Not Finding the XPS 9000 on Dell's Website. What is your Dell Service Tag?

    Same problem with both VGA and brand new DVI-D cable.
    Old card was Nvidia GeForce 310 512M    (came with the XPS9000)
    Did not use DDU as doing a clean install of Nvidia driver is supposed to removed all parts of old driver before installation of new driver.
    I'm assuming integrated graphics was disabled as the XPS9000 came with a discrete GeForce 310 graphics card installed.
    BIOS was updated to A16 along with all other updates that were on Dell's site before I tried to install the card.  Chipset was updated to latest firmware also before I tried to install card/driver.
    GT 720 P/N: 02G-P3-2724-KR card
    Power supply has 16A on 12v bus which is why I could not go with a GT 730 card.  Besides, I wanted a passive card with low power use and the GT 720 only uses 19W.
    Dell service tag is CBSFPL1    it is the Dell Studio XPS 435T / 9000
     
    Although product is not tested for Windows 10 upgrade, I have not had any issues with Windows 10 that is installed on an SSD whereas I have Windows 7 installed on a 700 GB HDD.  I can during select which drive I want to boot from at startup.  The issue with snow also occurs in Windows 10 with the Windows 10 driver installed. 
     
    The interesting thing is that with the old GT 310 driver installed, or with a Standard VGA driver installed, the card works well.  It is only after installing the GT 720 driver (doing a clean install) and rebooting that I get the snow.
     
    I would like to use a card like the GT 720 as it is a significant from my current GeForce 310 and with it's low power use and no fan noise, it would be ideal.

    That is why we have DDU, FYI
     
    No, you need to check your Bios "I'm assuming integrated graphics was disabled as the XPS9000 came with a discrete GeForce 310 graphics card installed."
     
    You also should Re-set your Bios to the Default or Optimized Settings after adding a new Card, it will force the Bios to reset and re-read your Hardware.
