What was the prior card in your system? Have you tried to run any benchmark with this card (unigine valley, 3dmark2013)?

Currently there are still some issues from the developer end on Watchdogs which are being worked on but in the meantime make sure you are running with the latest driver 337.88 (make sure you deleted any previous driver from Windows Control panel thoroughly and then performed a Custom clean install with the new driver)
You can check your GPUs clock speed with Precision X http://www.evga.com/precision/#Software to ensure it is up to specs.
Freezing and or stuttering can be attributed to your settings in Nvidia Control Panel and possibly a failing PCIe slot or a failing 12 volt rail on your power supply.

i had a gtx 770 4gb before and it was doing the same thing. Then i returned that card and got the 780 thinking the card was defective. Now im thinking it might be one of my componets. I had a gtx 650 ti boost before the 770 and it ran perfectly fine i even put it back in and ran dual screen monitors with it without much problems. Its a very unusual situation. I have the latest driver too and i swapped out my psu when i bout the card too

My suggestion could not help you at all but back a few months ago, I was noticing that while playing world of tanks, my frame rate was getting lower and lower.  I didn't notice drops but overall, it just seemed lower.   It was quite awhile since I did a full re install if Windows, so I went ahead and did one.   My frames after pretty much stayed at 60fps (v-sync on).   I never looked into why but it may be something to think about.

Not listing hardware in my rig. While proud of my
build, don't feel others care what I have and seem like bragging to me when you do.

Ya i too had the stutter problem on watch dogs and there is kinda a fix for it. There is a mod i believe is either called Theworst or thats the creators name, anyway u can google Theworst mod for watchdogs and latest version should be 1.0 but alot of ppl prefer .97c or something. It basically fixes the graphics by doing some technical stuff, to much techno jumbo to explain this early but it gives u ultra textures with just high settings and few other things, its def alot smoother for me than it was but sadly still not perfect.
