gtx 670 stuck at 324 mhz

I bought a gtx 670 4 months ago and all of a sudden it died. so i set up a rma with galaxy and i sent it in and they sent me a new one. so i installed it with the latest drivers. loaded up Heaven Benchmark and the fps was like 23 when the other card before it died was 63 . so i ran it in window mode and loaded up EVGA Precision X and noticed that the gpu was at 324mhz low power mode . i loaded up GPU Z to compare and it was the same but i noticed the power consumption was at 154% and it was that way on EVGA Precision X . i tried 301.34 301.42 306.23 drivers and in another computer and nothing changed. I went out and bought a evga gtx 660 which works just fine until I get a working 670 . anyone have a idea what's going on with this gtx 670?

    Did you check the power connector on the graphic card?
    Maybe it doesn't get enough power from your PSU.
     
    nVidia Control Panel -> Maximum performance (instead of "Adaptive").
     
    Windows power options?
