Just remembered (long shot) that when I was researching FFs when my 780i gave up the ghost were occurring when the BIOS chip became dislodged in shipping.  Highly unlikely in your case, but the solution was to press down hard on the BIOS chip to set it in place.
EVGA even suggests it so why not!

Yeah I've already checked that too.  I'm hooking up my OS drive and dvd drive to see if I can get that to work.

Everything else including putting in a Windows disc? I'm telling you, this was, or nearly was the same thing I had this summer.

 
Well I was thinking also how am I too get this to boot the cd if it won't post?
 
That didn't work either so I'll be checking the marketplace to see what quad core 775's are out there.

Those voltages look okay. It may be a board issue. There is a b-stock 750i board via the site here for $50.

PM me your address i will send you my spair 790i ftw and 4gb of  ddr 3 for it i don't have a cpu for it anymore (trade it to someone for a 860) and your folding so i know it's going to someone that will use it it's a really good board i have 3 make a offer i send all of them
 
take everything out wipe it all down take any and all mounts and fans off down to just chips and slots and set in oven at 250 for 5 mins then 310 for 4 mins i have saved many boards and cards this way if it works tell me if not tell me i still send out a board for ya
in oven screw like 6 or 7 standoffs together and set on cookie sheet UPSIDE DOWN all heatsinks and fans must come off i know its a pain but might save ya a board
2nd thing try booting the board with out ram if it don't get mad and beep like crazy it is for 100 % the board

the 750 is in bstock for about 50 bucks... use your evga bucks and get it for free!

Yeah I had already checked the b-stock and seen that 750i.  I rather save my bucks for another gpu for folding!
 
I'm looking at two boards now in the marketplace which is a tad bit more but well worth it.  We will see what happens. 
 
I also emailed Chris B to see if at all possible to send in the mobo to find the root cause of the problem and I stated that I would pay any and all costs if it is fixable. 
 
I rechecked again this morning and still can not find any physical signs of damage ANYWHERE!
 
 
Thanks for all you suggestions and thoughts.  I'll get this thread updated as time goes on as to the status of the outcome either way.

evga wont fix anything dude even if you could pay for it.... doesnt it have a warranty? if you still keep that Quad, look for an 780 or 790... 3 PCIe Slot ;)

Yeah I know that they won't just hoping I guess.  I'm looking at two mobo's now.   ASUS 750i and EVGA 780i FTW for around the same price of each other.  So we will see by the end of today what I decide.

I've had that white flash on a CPU as well.  CPU was still good - I think it's just residue from something that got on there when it was installed and just baked.
If it shorted, you would have black streaks rather than white.
 
With CPU out of the mobo, do you get a red LED when you try to power up?  You should.  Just a little more hope that the CPU is good yet.

Baking the mobo didn't work either.  So till I can test it on another mobo I'm going to stop here for now.
