fan dropping down to 50% and GPU Temp up to 64C in system idle

Hi There,

 I'm having a problem after installing Windows 7 - HP 32 Bit. 

My GPU fan speed is dropping down to 50% and GPU Temp up to 64C in system idle I've turned all shutdown options off in my power profile. How do you prevent that. How do I prevent this from happening? I'm using EVGA Precision 190 and it happened in 181 as well. I'm happy to have fan speed at 100% all the time. I have had 3 7800GS AGP cards in the last 3 years - they last about a year so I want to keep it as cool as I can especially when I'm not at the computer to monitor it.

Any help ther would be appreciated.

    I am also having this problem, but with slightly different specs.
     
    Hardware: eVGA NVIDIA 8600GT 256 DDR3 (in windows display adapter settings, the "EVGA" does not show up, nor the RAM specs)
    HW default fan rate: 30%
    OS: Windows XP SP3, mostly patched (various .net framework 4 stuff not installed from MS Update)
    GFX BIOS: 60.84.51.00.01 (factory orig, never flashed)
    Driver Version: 6.14.12.7533 5/20/2011 275.33 (downloaded from evga website as the most up-to-date even though there are more up-to-date versions on NVIDIA's website)
    Fan controlling software: EVGA Precision
    Version: up to date (check now says current, readme.txt says 2.0.3)
    HW polling: 1s
    Min software fan: 30% (up to 30 C)
    Typical temp/active fan speed if software active: 60/80 "idle" 65-68/80 100% GDDR and I'm assuming 100% oncard CPU
    If the software fails: 80/30
    System freshly on with software: ~50/50
    Power settings: monitor off after 20 mins
    Other relevant: BOINC CUDA runs on graphics card if the system is idle for more than 1 minute, including after the monitor turns off.  So, ironically, my graphics card works the hardest and runs hottest most days when I'm NOT actively using it to display stuff on my screen.  So system idle is not card idle.
     
    There are other non-idle times when the fan seems to take a nap as well.  If needed, I can try to document these circumstances.
