Usually the reviews say that Costa Rica chips will overclock better on average.

 
 The country on the heatspreader is just where the part was assembled.  Has nothing to do with where it was fabbed or how well the chip will overclock.
 
Also, the costa rica assembly site was shut down 6 months ago so there won't be any more costa rica parts soon, will all come from Malaysia.

Then why has their always been forum posts talking about how much better Costa Rica chips overclock compared to most Malaysia chips? Seems like many years of posts talk about that, as I have looked for a while.

There's tons of misinformation that gets spread around so much that it eventually becomes fact.  Malaysia v. Costa Rica is one.   Batch Numbers are another one.  Drawing conclusions from batch numbers is like assuming the contents of a UPS truck are all the name because you know the truck number.

OP, what TIM are you using and how do you apply it, IE. Pea Size, Spread, and so on?
Also are you Pushing and Pulling Air over the Cooler you are using and are you pulling the Out of your case Hot Air or Pulling into your case Cool Air?
 
I use MX-4 Pea Size and I do Push/Pull all my Radiators, mostly cool air into the case and out the side and rear.

  That's a nice OC you got there. I have a problem here. I have the same CPU and the same Cooler but with no extra rad. Temps are stock are not very satisfying. Applied thermal paste in different ways from different brands. The screenshot is with switch tech thermal paste and the method used is full cover.  100% fan/rad speed. 
 
any thoughts on should I do next ? The mobo is not an evga. But I have Evga 780s SC cards.

Nice overclock OP.  Not sure if I'd run a $1000 CPU more than 75c-80c but I am assuming thats only on benchmarks.
 
The H220x is a nice kit for starters to cool a CPU only loop.  I like koolance but don't like their DIY kits they have now.  They do have a nice selection of selectable parts to choose from but there's more companies than just koolance.   XSPC is another good company that has good starter kits with the option of expanding.  I like it as its not as fixed as the H220x and Koolance look with everything on the radiator and I believe I know the reasoning why Swiftech designed their product like that as opposed to their previous H220 which was banned for sale in the US.  Nonetheless they all have good products all around and as I use their CPU blocks and might have a custom one on the way soon from their newer lineup.
