you guys can also go online and make the microsoft directx update. i know windows 7 comes with dx11 but i had a program that was a little bit old and didn't want to run well. i didn't try any fix besides installing the microsoft directX update from the microsoft website. it said DX9 runtime update. after i did it i didn't have any more problems and the program worked from there.
it was a game and it was on DX9. maybe that's why it worked.
