Just like the title says.

The Koolance block uses 12 screws to secure it to the PCB, the back plate uses 12 as well but some are in different spots.

Any one using both of these?

Maybe not since backplate isnt shiped with cards nowadays, and if only some screws are on different location it may be dangerous to put the backplate fixing it only by a side and have the risk to damage the PCB, I would say only put the backplate if you can screw it at simetrical places on the PCB, I mean if all the screws or most of then are on one side of PCB forget it.

What u have to do is fit the screws that don't line up with the backplate first before the backplate is fitted then put the rest in.
