Hi & welcome to the forums...
I'm sorry, but without the Name and model of the PSU, it's not possible to know what it's +12v rail specs are.  The +12v rail spec is the most important to know whether or not it's sufficient to power your GPU and your whole system.  Do you have any documentation for your PSU that would show this info?  Or can you look at the PSU to see if there is a sticker on it showing this info?  Or the brand name & model number?

Complete garbage of a power supply. DO NOT use it. Get a new one Corsair, Antec, Seasonic and 460w would be just fine for that card.

As mentioned already, not a good PSU.  The minimum recommended PSU with your 660 SC is 450w with a min of 24A on the +12v rail.  I would go to at least a 500W PSU, but make sure the +12v rail is 24 amps min, but better if over a bit for overhead.  A 460W PSU won't run at 460W in most cases and if so, not for very long.  And that's your min requirement.

Electrically-wise , you are not at a limit, the majority of your computer's power is drawn from the CPU and GPU and from 12v line and since the base model GTX660 draws 140W (11.6A at 12v) while the Athlon x4 640 is around 80W (6.6A at 12v); that isn't very much at all by itself.  But if you have a no-name brand or if the unit itself is old because capacitors age, that can be the source of trouble.  If you're not overclocking, or not upgrading anything else anytime soon, there is no reason to purchase more than 450W than the box suggests.

Don't misinterpret nVidia's system requirement, it isn't a minimum for operation since the card itself represents one-third the wattage and he only has a stock AMD processor-- nVidia already provided an overhead of 50%.  There is no sense in adding more beyond unless the OP is overclocking or getting more hardware anytime soon.

For Intel processors, 0.122 x TDP = Continuous Amps at 12v [source].

Thanks and yeah, sometimes my inner "tool man" kicks in...more power. ..
But I still believe in good head room, being as it seems most here are always adding or upgrading to our rigs.
    Good info lehpron.
