Why does a 1080 only pull 5-15 more FPS in games compared to a 980ti?

Hello everyone. The reason I ask is I would assume that due to just the clock speed difference alone we would get more FPS from the 1080 compared to a 980ti.  Currently my 980ti ftw clocks at 1342 until it hits 80c.  I'm just surprised we don't see a bigger FPS gain.  Is there specific hardware missing from the GPU board that's hindering this?   A buddy of mine just asked me this question and I'd like to be able to explain it to him correctly and I would like to know for myself.  Thanks for the info and help.

    Clock speed is not indicative of FPS. Core count and processing (TFlops) are indicative of what can be accomplished with FPS.

    Think 1070 V 1080. 1070 produces less FPS with the same clock speed, because it has less cores to process the information.

    EDIT:  I guess I misunderstood your question overall, but my point of comparing to a 980Ti still stands regardless.  You wanted the direct correlation to an increase in clock speed.  Apologies.
