It is of course only a general guideline.  The characteristics of an individual chip will still determine it's overclockability.

For instance, my 970 SSC has an ASIC of 66.6%.  With no voltage increase, it is completely stable at 1530 boost (+126 gpu clock).  It gets up to 70C, which is where I let the fan start ramping up from 30% to 50%, and fluctuates there.  When I first saw the 66.6% ASIC, I was worried about the OC, but I'm happy with 1530 for now.  I may go for higher with more voltage, but for now, I'm good.

This topic has been beat to death here for quite awhile.
Short version: Lower ASIC parts will have higher default voltages and tend to have lower boost clocks
Higher ASIC parts will  have lower default voltages and tend to have higher boost clocks. Default voltages are set based on the ASIC score based on a table.  A GPU within a specific ASIC score range being assigned a default VID based on that table.
The ASIC score may or may not affect your ability to overclock. The silicon lottery still applies.

A lower ASIC card is a good candidate for a water block and voltage unlocked bios.

Thanks for the link - my new 980 FTWs are 69% and 72% - they are cool and quiet at 1405 boost.  I'll OC with them and post back later.
