Good thing that I used their error to my advantage back in October to upgrade my phone and keep my unlimited data. In a contract until October 2015, so I got some time to worry about getting throttled. I guess that this means my speeds should only go up.

Users from their homes that provide internet access to others with Verizon are going to suffer the most.
One of my neighbors provides 5 other homes with internet access for only $20.00 a month, that I know of and he may have more.
I could see him at that top 5%.
Next I could see some of the Free Hot Spots also being hit during lunch and maybe even dinner for high usage.

If you use more, you should be charged extra, I don't see why it wasn't the case before or from the beginning.  It is like those rich that complain their countries should have a flat tax rate instead of one that varies per income, so of course it would affect them more as if they are being punished for being successful.  It isn't like they didn't see it coming when they were born poor, oh wait...  The rest of the 95% are well aware that they could be charged extra for using more, it enough incentive to control themselves.  Those that act like they have a gun to their head to use so much data better pay their way; I'm sure all data providers will take the throttling route so this move may only temporarily hurt Verizon.

For Intel processors, 0.122 x TDP = Continuous Amps at 12v [source].

If this is the case what would you say is more 5 GB 10GB 100GB a month and then change $10.00 for each GB used after. No real way to be fair to all.
Should be the same across the board for all Home Users and a Higher rate for Companies and they should pay more for use before Home users pay more.

Also is this upload usage or download usage or both?

Huh? A 6 GB plan costs less than a 10 GB plan; which costs less than a 100 GB plan. You always pay more for more data using the current Verizon plans. The $10 price increase when you get close to your plan's data limit is the same cost as the 2 GB larger next plan up. A 4 GB plan + 2 GB for $10 more when you reach your 4 GB limit costs the exact same as a 6 GB plan.
This throttling change is only for grandfathered unlimited plans. Having no limit with an unlimited plan makes me scratch my head in regards your statement. What are you asking?

    Both.
