For whatever reason I can not get SLI to work with my cards.

Both cards are the same make, model, and VRAM (EVGA GTX 780 6gb)
Both cards work right and are shown on Nvidia control panel (and other programs as well)
Nvidia control panel doesn't show configure SLI (Just surround and PhysX
I know the bridge works (It lights up when plugged in)
Both cards are in 1 and 2 PCI-E slots at 16x (both at 8x)

GPU - EVGA GTX 780 6gb (x2)
CPU - Intel 4770K
M.B. - MSI Z87 MPOWER
RAM - 16gb

(I know about different SLI Auto and don't want to use it, as it not as strong as normal SLI and with the latest Nvidia drivers patching with with it is becoming a annoying pain in the ass)

If you don't want to use DifferentSLI then it's time to submit an RMA with EVGA.

Would I RMA both cards as the both work, and the cards are discontinued so how would that work?

Yes, I would recommend RMA'ing both cards. EVGA will send you two cards that are equal to or better performing than your current cards.

Before RMA'ing you should try buying a new bridge to test with, make sure you test all four SLI fingers on the cards as you may have a defective SLI finger on one of the cards that is causing this issue.

Yeah I tried the different  slots and I have two bridges and both of them don't do anything (one came with the motherboard, and the light up evga bridge)

Make sure you have both cards registered and I'll PM you a ticket number.  Feel free to call or email us so that we can get this resolved for you.

I have to ask since nobody else did... Did you try updating/clean installing your drivers?

I had the same problem in Windows 10 preview, but re-installing my drivers fixed it.

If you notice in the original post, the device id's do not match, which can be a sign of hardware incompatibility, not software compatibility.

@OP - If you haven't already, complete what Erik mentioned and get back to him. Support will help you get SLI up and running!

Yeah some one at EVGA sent me a PM setting up a ticket to RMA it so I just have to do that.

Always a bummer seeing things like this happen to folks I know you said "Both cards work right" but did you test each card individually? I guess in any case it doesn't matter anymore lol. I am jealous, though! as before I bought my 970's I couldn't for the life of me find 2x 6GB 780's(was the cards I intended to buy). odd how your cards use different memory types, Samsung & Hynix **assuming you got them both from the same vendor at the same time** Anyway I've said it a million times, and will probably say it a million more, EVGA support is the best in the business and will treat you right...oh and Sajin is the man!
