USB 3.0 driver needing re-install every couple of boots

Not sure if anyone else is having this issue but it seems I have to re-install the Intel USB 3.0 eXtensible Host Controller Driver 3.0.0.34 every odd day in order to get my USB 3.0 Ports to work. Noticed mostly with my external HD.  If I don't I always get the message " This device would work faster on an USB 3.0 Port" even though it is plugged into a 3.0 port, but even then the drive does not show up in my computer. 
MB: X99 Classified
OS: Win 7 64Bit Ultimate
Ram: 32.0 GB  G.SKILL F4-2666C15Q-32GRR
CPU: i7-5820K @ 3.30GHz
All in a Cooler Master  HAF 932 Advanced
 
Any one else having this issue or problems with the USB 3.0 Driver?

    Make sure you have BIOS up-to-date and check with EVGA's driver support page to see the USB file being used for your MB.

    Yes already done. I Have the latest BIOS and Drivers provided by EVGA and Intel installed. Still having the same issue.

    I ran win7 for a bit, but too many bugs with new tech, so finally tried out win8.1.  Couldn't be happier, things are different but it runs great with x99.  Really liked win7, but it's just getting outdated just like xp or any other os.

    i am having a similar problem with my USB 3.0 ports. Bios 1.13, power option set to performance, windows 8.1pro x64.
     
    If my external drive is connected randomly i notice that the speed transfers are 300kb/s to 2MB/s then when i unplug it and replug the device it goes back to 130-150MB/s. This drive doesn't do this on my notebooks with the same use-case. 
     
    has anyone found a fix for this?
