Decided to try it out for grins . 2 980tis' in sli should be no problem right .... well no . Any resolution I try (16:9 aspect) I tried results in only 24 fps ! I figured Arkham Asylum would be a perfect game to try it out on , but alas it wasn't . Even if I set it to just 4096 x 2160 it would do it (true 4K) . My monitor will support up to 5k (so says Monoprice). Am I doing something wrong ?

Something is wrong. I have 2 980s (nonTI), and can do 4K, and they run fine while using DSR. Granted I can't run maxed settings, but I can still do it.

We need more information. What is the model number of the display and how are you connected to it?

It's a Monoprice branded 4K display hooked up by a hdmi cable supplied by them in the box .  It supports 4K thru hdmi 2.0 . Wait , it might be a cable limitation ? Might need a DisplayPort cable for anything higher ??

DP is recommended for most 4K monitors, very very few monitors will have true HDMI 2.0 support and will lock the monitor to 24 or 30 Hz in 4K if the monitor only has HDMI 1.4

We need the specific model number. Not all '4K monitors' can do 60hz at 4:4:4. And it is true an inexpensive cable can cause issues. In the Nvidia control panel, can you set your display as 3840x2160 at 60hz?
And why, would you want to run DSR on a 4K monitor?

DSR isn't the same thing as running native 4K. His issues isn't the FPS, it's the refresh rate on the display.

I'LL try to find a model number on it . However , it does support 4K @60 Hz thru the HDMI 2.0 cable. That was the reason why I got it . Monoprice claims the HDMI cable is of high quality , capable of 60 fps at 60 Hz .

Okay. Just for giggles, I set up DSR on my 4k display and didn't have any issues with the refresh rate at 60hz even at 8192x4320 resolution.

We're you using a displayport cable Heavy ? The HDMI cable may/must be my limiting factor . I remember when I tried 4k out of my gtx 760s all I got was 30 fps max @30 Hz in 4k . Edit: The model number is #13809 , 28" UHD Select Series .

It has to be a cable limitation . When I try the System Shock demo any resolution I try above 3840x2160 results in 23hz (shown in the menu) . So I will need a DisplayPort 1.2 cable to use the DSR function . Bummer ...

No, I'm using HDMI. There's something else going on. DSR does not actually change the resolution being sent out to the monitor. The image is processed internally. The output is still whatever your native resolution you have set is. If you're running 4K, why are you using DSR?  It may be a game issue. Your 760's were not capable of HDMI 2.0 60hz at 4K. The 900 Maxwell series is the first gen that is.
Just so we are clear, you have no issues with running 60hz 4K on the desktop, right?

No , 602hz on the desktop is fine on the desktop & in games . I was mainly just curious on what the 2 cards would do over standard 4K . In the System Shock demo , all settings above 3840x2160 were at 23hz . If it's strange or weird it will happen to me !

So this is the pre alpha demo right? Does it work in other games? I just tried 4.00x (8192x4320) DSR in Dead Space, and it worked fine.

That was the alpha demo of System Shock . I also tried it in Arkham Asylum , which gave me the "cinematic" fps  ! I'll try some other games & see what gives .
Edit: Just tried BL2 w/the same results ...I would think that it would at least run @4096x2160 @60hz . It is supported in the NVCP . Oh well , I guess I have to "settle" with only 4K ...
