So, I know very well how I feel about this situation.
While I appreciate we are finally getting more from our CPU's, which will drive industry and it will generally be a good thing in the long term for users, I am very curious to see how other people are thinking about this topic.

My concerns have spiked since playing Watch Dogs and then reading the recommended PC specs for the rerelease of GTA V on PC.
Does anybody legitimately feel that these games should require such heavy cpu loads, and if they do - why aren't developers using hyperthreading (yes I know that's an intel technology).

To quote exactly what it says:
    -Processor: Eight core - Intel Core i7-3770 @3.5 GHz or AMD FX-8350 X8 @ 4 GHz
They are talking about threads, and just about anyone with an i7 in the last few years has that.  I find it odd they treat an Ivy Bridge at 3.5GHz similar to an Vishera at 4GHz even though those processors don't perform the same in CPU-intensive apps.  More than likely, GTA5 is GPU-bound so it wouldn't matter which CPU is being used, and Rockstar did not factor in the differences between the processors in their creation of "Recommended".  I simply wouldn't trust it to the point of making a big deal about it.

While anyone wants to claim consoles now have 8-cores, it has an AMD 8-core running at 1.6GHz-- that is literally slow enough that less cores can match up at a higher frequency; any AMD A10 would meet the processor requirements.  No one should use the specs of a console to justify needing to spend $999 on an Intel Core i7-5960X.

For Intel processors, 0.122 x TDP = Continuous Amps at 12v [source].

Going with what Lephron said it is a quad core with 8 threads but it's based on AMD's Jaguar architecture which means its very weak. The desktop equivalent would be an AMD Sempron 5150. So just how weak is it? Well here's a chart (note that it's being compared to a C2Q).
