Tiger Direct has the most cost effective 4k UHD tv on the market on sale right now till the 31st for $650. Be mindful that this tv only does 30hz in 4k UHD mode, although it does 144hz in 1080p. This is the same panel as the Skyworth but it's being sold domestically in the US via Seiki.

4 HDMI 1.4 inputs, 1 VGA, 1 Component, 1 Composite.
 
If you truly require DVI port out use a DVI-HDMI cable from Monoprice. Where my port bandwidth knowledge gets a bit fuzzy, I'm not sure what bandwidth maximum DVI-HDMI cables have and if they're HDMI 1.4 bandwidth compliant or merely HDMI 1.3.

Would 30hz be noticeable when watching TV or playing a game in 4k?
 
It would sort of cap your game at 30fps, but would it still look and play smoothly, or do you think it would always feel like its stuttering.
