I built my system back in sept 2014 with it I bought a Corsair Hydro Series H110 when 1st built my idle temps were low about 29-34c and full load temps with overclock I got highs of 66c nowadays couple years later I am no longer overclocking just using stock speeds and my idle temps are at about 62c and my temps while playing games such as Battlefield 1 it reaches TJMAX of 89c at that point my fps starts to drop from 144fps down to 30-42 fps.......so question is......should i replace thermal paste on the H110 OR just buy something new?

Are you using Corsair Link and setting the Fan(s) and Pump on the H110?
Is the H110 the older unit with the rigid tubing or the new H110i models?
Also running in the Mid 70s are fine on that CPU.
Are you also saying that your CPU is hitting 89C?

no never heard of corsair link, the pumps tubes are smooth rubber and just now while running the  intel processor diag tool my temps hit 89c just using the diag tool.

Yep that Cooler does not use Corsair Links.

How hot is the Radiator when you put you had on it.
Cool with CPU Running high and CPU Temps are High then I would think that the Pump is not working.
If Warm and the Fan(s) are running then you could try new thermal paste.
I remove what Corsair had on mine and put on MX-4.

Also this unit has a Warranty of Five years
I had one H100i die on me and they sent me out a new one the same day.

the radiator seems to be cool to the touch the fans are running airflow seems really good still I keep dust out of PC monthly the tubing seems hot though if that make sense. I am heading to best buy right now to pick up some thermal compound remove old and apply new then test and find out.

Is the pump working? It's either a dead pump or needs new TIM. By the sound of things, I'm betting on dead pump.
