Terrible FPS in specific game scenarios GTX 1080

Hello,
 
I am trying to figure out why in WoW Legion I am getting ~1FPS in out door boss encounters.  I have a GTX 1080 FTW Hybrid ( Fixed Model ), ASUS PB287Q Monitor using Display Port, EVGA x79 Dark with an Intel i7 4930K ( @4.4Ghz ), and 32GB of Corsair ram with 9-10-9-27 Timings @ 1866Mhz.  The drive that WoW is on is a Samsung 850 Pro 512GB SSD.  I am using Windows 10, anniversary edition.  Also I have done a fresh install of Nvidia Drivers, using the latest drivers after DDU.  Does anyone have any ideas I am still at a loss of ideas considering I can get ~100+ FPS anywhere else in the same, the SECOND an outdoor boss is pulled I get a HUGE fps drop.  It is also worth mentioning that I have my entire house wired with CAT6, an Asus AC66u with Asus Merlin hooked to a 100/100 FIOS service.

    I'd guess it is a game issue or a CPU issue.
     
    What are your CPU temps when this slow down happens?
     
    Run 3DMark's Firestrike and post the link here so we can take a look at it.
     
    Lastly, have you tried out a fresh install of WoW?

    Are you using any add on programs.  The Reddit forums are littered with WoW issues on boss pulls dropping FPS to 1 when using add on programs.
     
    EDIT:  And the previous post is correct in the game being CPU intensive.  Most all MMO's are.  Since you are on AE, make sure that the XBOX DVR is turned off as well.  see #6 here.

    1. CPU is @ 11% load total cores if that @ 33ºC

    Are you using any add on programs.  The Reddit forums are littered with WoW issues on boss pulls dropping FPS to 1 when using add on programs.

    Do a search from here and localize it with the check box.  You might also check the battle.net forums.
     
    If you use GFE, remember the latest version has Shadowplay turned on by default.  That, I think, would mess with all of your FPS, though, and not just on bosses.

    No issues on any other games or anything else in that game.  At first I was blaming the fault GTX 1080 that I had, but now that the issues are the same after it was replaced I can't blame that anymore.  It has ot be some odd setting in the game.

    Something I've done (or advised others to do) is to rename your settings files in the game to force it to create a new folder.  Play and then keep tweaking back in settings to see what triggers the problem.  Don't allow any add-ons to run until after you have the rest of the game back to your original settings (like shadows, msaa, etc).  In some of the forum posts you will see that approved add ons have had issues as well.  You may have already done a lot of that.
     
    Let us know what you find so we know if you need more hardware or out of game settings help.

    This happens when there a lot of players in an outside zone all casting. Its a combination of server lag and the physics engine, Add some of there revamped water and lighting effects and the server just cant handle all the traffic.  You can mitigate this by turning down or off the particle physics or spell detail (i cant remember the name of the setting) and some of the other settings like view distance, but it will always be present.

    This happens when there a lot of players in an outside zone all casting.     I have turned down the Particle Density, still terrible.  I have tried view distance too, helps maybe a little, I think this is an issue with 4K.  It is worth mentioning that I never had any issues with 6.x patches.  I was running 780s in SLI then.  I was also running the 780s when Legion hit for a little, same issues.  It has to be related to 4K i believe.

    Drop the water quality settings, too. That's a big drag on performance. You can also try lowering the raid-specific graphics settings. Legion is horribly optimised. The devs are aware, but they're seemingly focused on content first, performance later.

    I think I figured it out, I changed the Shadows to low and I went from 111 FPS in a normal area to ~300-400FPS.

    WoW Legion is probably poorly optimized and I would wait for the next Nvidia WHQL driver before complaining to much. Your TimeSpy score looks very close to mine so nothing wrong there. I would make sure your settings are turned up to Ultra in WoW, since your card is lol'ing hard @ WoW's graphic demand I'm sure. WoW is so dated, I won't even play the game anymore, too cartoony, and poorly optimized since last expansion(8.5 yr player)

    I finally figured it out, bad WeakAura's code, still also lowering the shadows helped, now I am at 90FPS in a 25man raid.  The game has come a long way (Started playing in December 2004), still could obviously be changed a lot though.  I find it funny that my card is using so much CPU though to produce these "graphics".  They need to fix their engine.
