Supertrampp welcome to the EVGA forums! Ventilation configurations for any PC should be considered depending on average room temperature. There really is no problem having the PSU at the bottom any more than there is a problem with having it installed at the top of the case but as you said, the only real concern with having the fan facing down would be dropping hardware while unmounting a component. Eco mode will be fine regardless of the placement inside the case. I can at least confirm that the fan on the PSU does throttle according to the temperature of the unit with and without Eco mode enabled. You can see the RPM seldom fluctuate if you go into your system's BIOS and look at PC Health Status, System Monitor or Hardware Monitor. This value is greatly affected of course, under heavy usage.
