Stuttering in pretty much all games

Hey Everyone, 
 
First time posting here, long time EVGA fan. I recently purchased a 1080 FTW edition from EVGA (loving the card so far). It has been performing very well. The only thing that I can't get passed is all the stuttering. I recently just built a new PC, and bought this card to put in it (Specs will be below).
 
Specs: 
i7 6850k (stock clock)
Corsair h1000i
Asus x99 deluxe II
32 Gb of DDR4 ram (Gskill) 3200mhz
Corsair h115i
EVGA 1080 FTW
Asus pg279q (monitor)
 
Games I have been playing that have stutter:
Civilization 6
Left 4 dead 2
Shadow warrior 2 
Battlefield 1
Skyrim
Fallout 4
Minecraft
Unturned
and many more..
 
What I have noticed when it stutters is that, My GPU Usage and FPS will drop for a split second, then go back to normal. Sometimes it will stuttering for 5-7 seconds, then go back to normal. 
 
I have the latest Nvidia drivers, made sure windows is up to date, bios, system driver etc. CPU and GPU temps are fine (GPU Max: 75) (CPU Max: 67)
I'm not really sure what to do at this point. If it an issue with my GPU? Or some other part in my system?
 
Any feedback or help would be appreciated!!!

    I am getting similar problems with my 1070 FTW. Only game I didn't notice the stutter was Deus Ex Mankind Divided, but in that one I would get sudden freeze ups about every hour that lasted about 30 seconds, my CPU usage would spike up to 70% from 30% and then the game would resume. I notice that with the newer drivers installed (I went through 3 for testing) it would happen less often. So my suspicion is driver related issues. FO4 modded is a mess with stutter and GPU load drop out. Star Citizen having GPU drop out to 0% then catch back up as well.

    Go into the Nvidia CP > Manage 3D settings > Global tab > Power Management Mode.  Make sure you set this to "Adaptive" (my preference) or Prefer Max Perf.  The default setting is "Optimal" and it's known to cause stuttering.

    I have given that a try a few days ago. Sadly the stuttering is still there. I had set it to max performance do you think if i set it to adaptive it will make a difference?

    Good to know I'm not the only one, I'm hoping it's driver related!

    As far as it possibly correcting stuttering, no.  But you could try it anyway if you want.

    Do the following to see if it helps fix your stuttering...
     
    #1 Perform steps #1, #2 #5 & #6 listed here.
     
    #2 Make sure power management mode inside the nvidia control panel is set to adaptive under global settings, make sure power management mode inside the nvidia control panel is set to prefer maximum performance for each of your games under program settings. Reboot PC after making these changes.
     
    #3 Make sure your windows power options are set to high performance.
     
    #4 Make sure your in game settings aren't set too high.
