Stutter Issue? Halp!

So when I play games on my computer that typically go above 60fps (Arkham City, Metro 2033) whenever I turn a corner or look somewhere new I get a FPS spike (drops a few or bunch of fps) that makes the image stutter then it goes back to 60fps. It's really distracting in the games because of the abrupt stutter from butter smooth to hiccup. 
 
Is there a way to fix this? Has anyone else run into this issue? Maybe there's some hardware that's lacking compared to the rest of my build?

i7 950
GTX 690
12GB DDR3 1600

    #1 Disable V-Sync inside the game/games you're playing.
    #2 Set the vertical sync inside the nvidia control panel to On (smooth).
    #3 Lower the in-game settings a bit if #1 & #2 doesn't give you the results you're looking for.

    Thank you for the help Sajin! I tried all 3 of your steps. They helped reduce the frequency of the problem but did not eliminate it. So I went one step farther. I disabled one GPU and ran Metro 2033 Redux on lowest settings with Vsync off and on.
     
    I still have this issue! Weird right? I would have figure it was maybe my card not being strong enough. But the problem persists when my card is clearly able to handle the game.
     
    Any other things I could try?
     
    Edit: This issue ASLO happens when the game is paused and I'm in the menus. My cursor will stutter and hiccup occasionally as well. Maybe this points to CPU or my SSD?

    Try performing a clean boot of windows to see if it helps get rid of the stutter. Have you tried using a different mouse? Updating the driver software for the mouse? Putting the mouse into a different USB port?

    The stutter affects audio as well. Next step is unpark all my cores!

    If you have a proper cooling for the CPU, I would overclock it to the max.
     
    i7 920 is like a 5 year old CPU and doesn't have a very good IPC (very important for minimum FPS).
     
    Even AMD piledriver doesn't deliver the same minimum framerate as a Sandy Bridge CPU.
     
    It also doesn't help that you have a dual GPU setup.

    The mouse stutter and hiccup during the menu may be caused by not having your mouse polling rate set to 1ms.
