Strange issue with new build, 780 ti kingpin classified sli, huge fps drops

Well, I just upgrade this week to this new sli evga 780 ti kingpin classified, with a 4930k, and Asus Rampage IV Black. All of the ítems are the same as my previous build wich is not very far from this. Previous hard was, 3930K, Rampage IV Extreme, SLI Titan EVGA Signature and ASUS, Corsair dominator platinum 2400 C9 16 GB (4x4GB), and a raid 0 of 2 Intel 730 480 gb, and 2 Intel 520 240 gb. The problem is, that suddenly I have half the fps, but the game or benchmark continues, but of course the ir a lot of chopping, and it happens every second. But sometimes it Works fine. For example run 3dmark 11 extreme and get 10972, at stock 3,9 GHz. Now try a Little oc with 4,3ghz and get 7974. And even all the desktop moves real slow, I can't move around the gpu-z window without loosing a lot of frames. For example in 3dmark sky diver go from 40063 to 25322. I restart and all seems fine, at least a couple of minutes. Then after a couple of benchs again, it all struggle when you resize a window or even open a new window, all is really extrmely slow, like in slow motion. Of course, all the benchs I try for example in pcmark I lost a lot in performance, so it is something that really taking my system down, and it is all fresh install. So really don't know where to start. Never happened this before. It is really a strange issue. I'm using 344.11 whql, the same I was using with my previous titan sli build. Maybe is not gpu related and the cpu throttling down? For example I just check on 3dmark cloud gate and i was getting around 220 fps and 100 fps, changing the numbers every second, from 220 to 100 to 220 again, and in this way all during the bench. It is not stable around 220 or 100, it just continuosly jump over, about twice during a second. The cards are at stock, so no oc has been done at all, I just install precisión x 16 to increase the fan profile because of the high temp of this cards. I try disabling the corsair ilink software, disable antivirus, firewall, nobody seems to work. Any idea where to start?

    High temps causing card throttling. Time to replace the TIM .
    May be when you overclock more it creates more heat within the case hence it throttles more and decreases the score.

    Is your cpu being stressed? It sounds like you have a background program running as well. Check your temps and monitor all of them as well.

    I'd start off by uninstalling PrecisionX 16 (it has issues for some ppl) and deleting the Program Files (x86)\EVGA\PrecisionX 16 folder (delete the whole EVGA folder if there's nothing else in it needed) and reboot..Try an older Precision version (4.2.1 recommended) or use MSI Afterburner..Maybe also remove GeForce Experience (if installed) through Control Panel and then perform a Custom (Advanced) clean install of the Graphics Driver, selecting only to install PhysX and HD Audio along with the Graphics Driver (any of the other optional driver components can be added anytime later)..Reboot even if not prompted to do so..Alternatively, you could try Display Driver Uninstaller (DDU) to remove the Graphics Driver and the optional driver comonents before installing a Graphics Driver again..You could also overvolting using Precision or Afterburner and see if it matters..Go from there.
     
    BTW, Hardware Polling in PrecisionX 16 is 1000ms (1 second) which could be a coincidence or could be causing your changing numbers every second..Maybe increase the Hardware Polling Period to 5000ms (5 seconds) just to see if it's related.
     
    If still no joy, you might get yourself into disabling Items in System Configuration -> Startup or performing a Clean Boot to possibly narrow it down to a Service/Program that might be causing a problem by disabling them in groups or individually..But all that is later on down the road.

    Sounds like CPU throttling to me.
