Still Problems :(,GTX 960=LOW FPS IN ALL GAMES!

Hello guys , some time ago I had big problems with my GTX960 that was causing stuttering , now after updating the chipset driver and have enabled "K -boost + 50mV voltage" I solved the stuttering but I get an ultra-low frame in almost all the games :(
I tried to use DSR but nothing changed..
I think a DDU is useless because i formatted my PC recently
I tried to OC the GPU (+85/+450),
nothing changed :(
Any ideas?

(HDD STATE = CrystalDiskInfo says: GOOD), (HDD STATE = Hard Disk Sentinel Pro says: PERFECT)

I can not post any graphics of gpu usage because since after enabling k-boost no program can show the trend of gpu usage, but stuttering is gone.

(EXAMPLE OF LOW-FPS, BF4, ULTRA SETTING, RES SCALE: 80%, MOTION BLUR: 20%, 1440x900 = 70/80 but drop to 60/50 only, online = 41/50...)
(YT Benchmark show most better performance with 1920x1080+100% RES+ULTRA at 70/80FPS with no 60/50fps drop...)
 (EXAMPLE 2: Counter-Strike: GO, High/very high setting + X4 MSAA, no motion blur,1440x900: 70-110 only!!) (YT benchmark show the card handle this game at 240 to 350fps)
 (EXAMPLE 3: The Evil within, in little heavy areas such enclosed spaces = 59.9FPS, in open areas where you will play the rest of the game insted = 25FPS to 40FPS but most time the frame fluctuate from 25 to 30FPS, grapichs settings = ALL Maxed out, but if i lower the graphics setting to minimum the results remain exactly the same) 
(EXAMPLE 4: my monitor refresh rate is set in automatic to 75Hz on FIFA 16 and my GPU can't handle the 75FPS lock with X4 MSAA, the GPU only handle a 75FPS lock on X2 MSAA...)

    The best suggestion I can give, would be to test your card in another computer, to see if the issues persist. If the issue disappears in another computer, this would indicate some issue with another component in your system, but if the issues persist in another system, this would indicate that the issue is likely with the card itself.

    there is no way to try to solve?
    unfortunately I have no other PCs available to try this card :(

    There are only so many things that you can do to troubleshoot without being able to test with different hardware. Since you said you've already reformatted the drive and tried using Kboost, it seems to be some kind of hardware issue.

    Thank you for the reply, but i don't think is a hardware card problem because i play GTA V pratically maxed out, work absolutley fine with rock solid frame

    I'd lose that "budget" Kolink power supply and get a decent single-rail unit from Seasonic or EVGA or Corsair and roll from there..That would be the first thing I would do..Yep.

    When you say yt benchmark are you saying youtube? If yes, different hardware/game settings will produce different results.

    This is a great suggestion. I don't think it fix the low fps problem though.

    PS: I've tried BO3 (But now unfortunately trying to install the update 3 , following a decoding error due to poor tool to update the game has been uninstalled in automatic without reason, goodbye to 15 hours of downloading)
    Black Ops III had frequent frame drop when charge new areas, pratically unplayable, (high setting, no volumetric ecc.., 1440x900, 90% res scale) frame are 80+ drop in a very annoying way to 30/35 causing stuttering and making everything unplayable, other game like "The Forest"/Firewatch do not seem Lagging too much
    but MOST GAME lag and i have low performance for these...
     
    PS: In 3DMARK 11 i get 5600 min to 6054 of max. 
    I don't get suttering in THE EVIL WITHIN, DEAD BY DAYLIGHT and CS:GO, the stuttering is gone after enabling K-Boost.. (I think BO3 stuttering for a game problem) but i get ridiculous performance

    the technician to the store told me that it could also be a hard drive problem, do you think could really be?

    Yes, the stutter could be coming from the normal hard drive. I would suggest rma'ing the video card & buying a new psu as the one you currently have isn't that great.

    Ok , so I should change the video card , change power supply and try a different hard drive.. The problem is that I recently purchased this power supply , I must change it or could use that? (The power supply is a 600W 80Plus bronze with a single- rail v12 to 37,5a )

    I would highly suggest changing the psu. It's your rig and your decision though.

    could be good ?, also I will test here a few games to see if it is indeed the card or the hard drive
    Only 32gb because i only install the os and cs:go + dead by daylight to check performance

    ok thank you to everyone for the support , I'll try with a cheap ssd and will install some games (if it will work out will certainly be the hard disk broken to cause a low frame rates and stuttering ) then try to change the card and if none of this It works for exclusion , be absolutely the power supply to cause the problem

    Guys, i've tried to do a test on my TOSHIBA hard drive,

    PS: after W10 update (all driver updated), the stuttering reappeared, (with active k-boost) , before proceeding with the testing of the other components , I wanted to know if the result of this graph was good or not
     
    UPDATE: 
     
    I've redone 3DMARK 11 test, i get about 6400points (seems very good score),
    Grapichs Score: 8.009points 
    Physics Score: 6,700points
    Combined Test: 2421points
    Total SCORE: 6355points

    boys following a score in the standard does not understand how it can be your video card is causing the problem
    I think I have so ' good results because the ' hard disk loads the benchmark file before starting it. (This argument is valid only if the hard drive is indeed corrupt)
    Driver version: 361.75 (because online user says this is better version of driver released by NVIDIA, but i don't know)

    I've got 6335, second better results with my hardware.. 
    this means that the video card is not broken , or it means nothing?
     
    Time spy: about 2300 (2280),No one has sent results with a 8370E CPU,
    But they are in the fifth position in the table of those who use a 8370 cpu (Non-E)
     (and i'm using a old 361.65 driver)
     
    All the results I got were obtained are without using the K-BOOST
    if i turn on k-boost the results rest the same 
     
    I've got a up and down spikes of gpu usage when playing the game.. 
    You think it is the hard drive problem or GPU ?
