SR-2 Can't overclock? Always @ 133MHZ FSB

Ok so I have an SR-2 rig with a pair of L5640's that was running @ 3.6ghz... the other day I rebooted to do some windows updates and it posted at 2.27Ghz...
 
so I checked all my settings and they seemed ok, power cycled, still 2.27ghz
 
so I cleared the bios and reentered all my settings, power cycled, still 2.27ghz
 
so I tried a different bios using the bios switch, reentered all my settings, power cycled, still 2.27ghz
 
reflashed the bios again to A50... cleared cmos, loaded defaults, set date and time, saved bios, set settings again, saved bios and power cycled, still 2.27ghz
 
Tried unplugging all my drives, so just the mobo on the PSU... cleared the bios and reentered all my settings, power cycled, still 2.27ghz
 
tried different memory (had 6x 4gb mushkin, put 6x 1gb micron) cleared the bios and reentered all my settings, power cycled, still 2.27ghz

removed the SilverStone 1kw that was powering it and tried an ultra 1kw psu I had... cleared the bios and reentered all my settings, power cycled, still 2.27ghz (both power supplies I had the 24pin ATX connector, 2x 8 pin +12vdc connectors, and the 2x 6 pin PCIe power connectors connected to the motherboard) 
 
tried a different video card cleared the bios and reentered all my settings, power cycled, still 2.27ghz
 
It seems no matter what I set any of the settings to it just completely ignores them, I cant even overclock to a 134mhz FSB when I was running 200mhz before without issue...
 
I have been troubleshooting this for 2 days now and I'm ready to throw this board in the trash!!!
 
these were my settings:
 
Frequency/Voltage Control - main screen
CPU Frequency - 200
PCIE Frequency - 101
CPU Multiplier - 18
QPI Frequency - 4.800GT
MCH Strap - Auto
CPU Uncore = 18x

CPU Configuration screen
Max CPUID Limit - Disabled
Coherency Support - Disabled
A20M - Disabled
Speedstep - Enabled
Turbo - Enabled
C-State - Disabled
ACPI T State - Disabled
Everything else is Enabled

Voltage
VDroop (both) - Without VDroop
Vcore (all) - 1.350 V
Vtt (all) - 1.350 V
IOH - 1.400 V
Turn off NUMA under Power Management

Signal Tweaks screen
IOH QPI 0 = Auto
IOH QPI 1 = Auto

    remove battery...wait 10 minuets then plug it again...that should fix it.

    removed battery for 20 minutes, started machine, set all the settings in the bios again, powered off and back on, still posting at 2.27ghz

    It's fine!!!!
    My SR-2 as said 2.27Ghz on the boot screen and in Windows 7 x64 it says 2.27 Ghz.
    E-LEET TUNING UTILITY says the correct settings.
    When I fold the TPF are scaling correctly. And that's all that matter to me.
    Remember these are "Extra Spicy" CPU's!

    no, they are not, CPU-Z will read what the settings are supposed to be... windows and the BIOS are not lying to you... I can set the bios to have an FSB of 300MHz (which obviously will not work) and CPU-z will report 300x18 or 5.4ghz... obviously the CPU's are not running at that speed
     
    additionally before when it was posting at 3.6ghz I was getting about 110~120kppd, now I am getting 52kppd...

    Sorry to bump an older thread but did you ever get this resolved mate as I am having a similar problem where no matter what I do with the overclocking settings when I save and exit it always shows stock speeds of 2666mhz (X5650's)

    SR 2 bios always shows default speed during post (after OC). CPU-Z in windows will show correct values.

    As said above, it looks like even CPU-Z shows it right but when it comes to the crunch they are not actually overclocking!
    I am not convinced that you are right but like I said in my other thread, I will have a go tonight and see...
