I was on the phone with Maniac for 5 hours yesterday with no luck in getting this resolved SO FAR. We tried a LOT of stuff including testing components themselves.
One concern we had was that my RAM is running a higher voltage than it should be in the BIOS, EVEN WITH MANUAL VOLTAGE SET.
With XMP and manual, setting the voltage to 1.35V gets a reading of 1.364V (.014V higher). Windows Experience had an error when trying to run its test although Memtest86 returned NO issues when I ran it so I guess we can rule out my RAM as well.

"Could not measure system memory performance." at the very end of/during the CPU test "Assessing CPU performance."

When running memtest did you test each stick of ram individually? If no, redo the memtests. Can your cpu pass the intel processor diagnostic tool?
 
Note: Make sure motherboard bios is set to default settings when running the IPDT.

No, I did not. How long does it take to test each stick individually so I know how much time to set aside? And I'll give the IPDT a try tomorrow too.
 
My processor is not listed in the list for IPDT. Is it still supported considering the version is older than when this was released?
 
 
 
**ALSO, as for BF4, I've started re-installing the game on my primary SSD rather than a separate HDD. So far, I ran around a map for about 5 minutes without stuttering while before it happened almost instantaneously. Maybe there was a corrupted file that the repair didn't find? Or maybe the HDD had an issue? Once it's fully installed I'll go into an actual game and start playing and see what happens. But I'm really hoping this is the fix.

Install of BF4 on SSD didn't change anything. I'm now going to test individual DLC packs to see if there's something in one of them that causes an issue because stuttering didn't happen on a regular map before the DLC's were installed.

Haven't run yet. I can benchmark all day long, I can play other demanding games (such as Ark which is in Alpha ffs) but BF4 is the ONLY thing giving problems. I'll run the tests tomorrow.

For IPDT: Should EVERYTHING be on defaults? RAM too?

For Memtest: should I use the XMP to see if it fails since that's what I'll be running at?


If the RAM is bad and I'm past 30
Days for newegg, do I go through GSkill RMA?

Memtest: Don't use XMP. Manually set ram timings, frequency & voltage inside the motherboard bios before running memtest.

Thanks! I'll mark as helpful when I'm on my pc. IF a stick happens to be bad, I'd have to replace the entire kit, correct? The whole thing about not mixing memory kits, etc.

G.Skill may be able to rma just the single stick with another that will work with your kit.

I'll test it after this Memtest run is done. The issue is that the sata cable is a little short for this case lol. I have to order longer ones.

I think the issue may have revolved around THIS guy:
 
 
 
People said that this wouldn't cause issues with stability, etc. if running an Overclock.
 
However, the pictures below seem to prove that false, at least for BF4 (This ALSO happens with stock clocks). What I did was boot up the game with ITBM on, and wait till it stuttered, then close it. Then I did it again.
After 2-3 times of that, I turned it OFF. I then loaded up the game and proceeded to play until it stuttered...except there was none. I played for 10 minutes and quit. Then I repeated that 2-3 times.
 
Finally, I turned ITBM on again, loaded up a game. Stuttering. Off, no stuttering. This is just a hypothesis as of right now but it's the furthest into getting an answer for these issues so far. (I don't see WHY this would've even caused conflict considering I have 0 apps loaded into the UI.)

For some reason, ITBM looks to be affecting SOMETHING which then affects the GPU. Any ideas?

That seems to be it. I disabled it then uninstalled for good measure and made it through an entire game without ANY issues whatsoever. This is totally mind boggling considering BF4 wasn't in the list of Apps for that to affect. I'm just thankful it wasn't a hardware issue. I guess it's just one of those quirky things that somehow cause issues for everybody.
 
Thanks everybody for the help and ESPECIALLY to maniacvvv for spending ~5 hours on the phone with me trying to get this thing sorted. It really means a lot and now I have a ton more knowledge to help others with the same/similar issues. What a sigh of relief...

I'm happy that you resolve your problem.
Enjoy in your Intel 10 core. I would like Intel 10 core Engineering Sample. 
That would be nice to have, specific version not for market. I would keep him on 4.2GHz as well, same as your.
That's right frequency for him.

I predict this member will become a valuable EVGA forum member in the future. While this was his first build, he shows great promise as a power user and is really learning quickly how things work, how to do research and especially how to do old school troubleshooting.

UPDATE: I have not had stuttering to this day since disabling & uninstalling the Intel Turbo Boost Max 3.0 software.
