"Riva Tuner Statistics Server technology" will not STOP. I close it and it restarts

I installed this thinking I could O/C one card to match the other, after all, they are essentially the same card, just different clocks set (one sold O/C'ed).
 
Didn't work, which is find, I don't care.
 
However even though I specifically do not have it check to 'load with windows' it does, and even when I close it, it just restarts.
 
I tried uninstalling it and CAN NOT because it is ALWAYS (Word edited out for foul language)ING RUNNING!
MAKE IT STOP!!!!!!!!!

    I right-clicked the application in in Task Manager : Applications and selected 'Go to process', then I right-clicked on the process and selected 'Open File Location'.  I renamed the file it took me to, and killed the application again.  It did not start back up.
     
    Went through the uninstall procedure and reboot, and (so far) it seems all is good.

    with precision you can unlink the cards and o/c each one so they match.

    if you have precision x installed close that and it will close riva. that simple. If you have any other program that relies on riva close it first.

    Precision X will load RTSS if you have Framerate monitoring checked in Precision.
    If you don't want RTSS to load, simply uncheck monitoring in Precision.

    RTSS will also start as soon as you assign a hotkey for Screenshots.
