Seems like a preemptive move to deal with the impending release of GTX 980 and sway some more people over to the so-called "red camp."

Still a good deal if you don't mind the power consumption and heat though.

well rumor has it that the 390x won't be until early 2015, which gives Nvidia plenty of time to prep a new GPU. So they are forced to reduce price in order to get consumers.

As for the power consumption and heat, I think their 390x will be worst hence the AIO cooling they are giving stock.  AMD CEO stated they were keeping with 28nm for awhile, so they are trying to push as much as they can out of those which means more heat and power, unless they are radically changing 28nm architecture, which I doubt AMD is willing to risk right now.

If nvidia comes out with the 970/980 this fall. Does this mean they are likey to come out with the 980ti for $100 more in the spring?

    Probably

Then after that you will see the actual top end maxwell appear for $1000+ Nvidia made out like a bandit with kepler, don't expect them to change until customers or competition makes it happen. Sadly with the way people throw money at nvidia for anything and the fact that amd can't seem to "make the magic happen" the pricing strategy that was ushered in with kepler is likely to stay.

I don't see us getting a 980ti, I would bet we see some thing more along the lines we did with the 600 and 700s,  They will release Titian II after the 980 has been out a few months my guess is around Christmas or New years then soon after AMD's R9 390X launches we will see the GTX980 refresh to the GTX1070(w/e they call it) and then we will see the GM210(Titan II) consumer grade card GTX1080 @$749.99

Hmm... This may help drop the price a little on the used ones. I might just grab a second R9 290X and run crossfire for a bit for the winter.

The only rumor was AMD was waiting for the release of 980GTX ..notting about 2015 and the card was 295x and not 390x as it taped out with Tonga and is bigger then Hawaii so i think AMD is planning to add performance and not scaling back any ..which would force Nvidia to make a 980Ti to keep up and by then we may see the 390x.

The price adjustments could mean a new card is coming and not what most think.

Hard to say.  GTX780 used a GK110 die with a few SMX disabled, allowing for future SKUs to use the full die when yield improved or when competition forced nVidia's hand, i.e. only because of R9-290X did GTX780 Ti come at all.

But GTX980 uses a full GM204 die w/2048-CUDA, nothing is disabled.  If it turns out that AMD doesn't have anything better than Hawaii, then nVidia has no reason to introduce something better than GTX980-- except if it cannibalizes Titan Black based on Kepler.  Then we'll see another Maxwell-based Titan-type at the MSRP $999 mark that may use a GM210 with a few SMX disabled to keep power levels down.

For Intel processors, 0.122 x TDP = Continuous Amps at 12v [source].

It is very clear at this point that GTX980 is the new GTX680. Small, power efficient core using the same (or very similar) architecture of the big daddy to follow. Even the core nomenclature is the same. So, no GTX980Ti. But, yes GTX1080 (?) based on GM210, and most likely GTX1080Ti (if GM210 full core is really powerful, Nvidia will milk that cow twice). Things also depend on AMD. If they come up fast with something to challenge the full GM210, then Nvidia will be forced to dump these plans.
