I recently purchased a EVGA 1070 FTW edition graphics card.  Since I installed it in my computer, I have been getting a screen splash effect when I try logging in.  I can usually get around it by launching the BIOS and choosing to manually boot from my hard drive but even then sometimes it takes 1 - 3 restarts to finally get the splash effect to go away.  I can't post videos here so I uploaded the effect to Youtube.  Link is here YjYzSq6W6Mg *Put youtu.be/ in front of the link as the forums won't let me link it direct*  You can also get to the video by searching 'Screen Splash Error GTX 1070 EVGA FTW Windows 10 startup?' on Youtube.
 
Any thoughts on this?

Something loading in the background is causing the problem. Your mouse cursor shows to be loading something right before the flash happens.
 
Do #1 & #2 listed here to see if it helps resolve the problem.

This did not work for me. Could this be a display port problem? I'm using the stock cable they gave me. I'm able to launch in safe mode but once the screen times out, I wasn't getting any feedback from the screen, which was odd. Just black. No use would turn it back on. Also, could this be a power issue? Just a thought.

Not all DP cables are in fact certified and Yes, it does seem to matter
 
What GPU came out of this PC ?

Yes, it could be a issue with the displayport. I doubt anything is wrong with the display cable. Try all available display outputs (dvi-d, dp, hdmi) to see if they all produce the same issue.

+1 try all ports
 

+1     If your Win 10 was an upgrade over old OS, defiantly install "Clean" - much more stable
 
What do you see in Device Manager ?

I have the following:

I5 4690k not currently overclocked
Stock CPU cooler
26 GB G.Skill 1600 RAM
I'm upgrading from a GTX 970 EVGA Superclocked AXC 2.0
Corsair 750M Power Supply
ASROCK B85Pro4 Motherboard - currently version 2.20. I tried upgrading to the latest 2.40 version which wouldn't install. I think I have to put it on a flash drive and boot it up like so. Could this be the issue? I'm skeptical but maybe.

I'm getting a new Displayport cable tomorrow. Will try the above steps and get reinstall Windows if the latter doesn't work. I'll keep you guys updated.

Yes update the BIOS --- (Always make a backup of your BIOS first )
 
I highly recommend using a UPS while flashing BIOS, if your MB does not have a second BIOS and there is a power interruption = Brick

 3 versions of 2.40 - you tried Windows version ?

I did try the Windows BIOS update. Funny enough, it says it doesn't recognize the OS. Rofl. It says to Instant Flash. I'll be attempting to fix the problem this weekend ~ I work some tough hours. Will update.

What GPU was replaced by the new EVGA 1070 FTW?
 
Did you remove previous version of EVGA Precision X and then use DDU before loading your new Nvidia drivers ?

Precision X strikes again. 
 
You can use MSI Afterburner 4.3.0 Beta 4 until the next precision x version is released.

Post 8 says "upgrading from a 970 SC acx"

Cole, thank you for the update after figuring that out. Can you see if windows did an error report by any chance? If so, please email it to support@evga.com and let them know the report occurred upon loading Precision XOC. If not, then I thank you for at least letting us know in case the same thing comes up.

I replaced my EVGA 970 ACX 2.0 SSC with the EVGA 1070 FTW.
DDU was run before I removed EVGA Precision X, I believe.  This could possibly have solved the issue?

DDU didn't help. It only stopped after removing precision x correct?

Should remove Precision X - First
 
Then run DDU  and Install New Nvidia drivers
 
Then install Precision X OC
