Problems with EVGA GTX 1070 FTW EDITION

Hello guys,
 
I'm having some problems with my new build.
Here's the story; so i built a new rig (i'll list the specs under) and i'm encoutering some serious lag.
 
Define 'lag' please?
Well, the mouse cursor can't follow my movement smoothly, it jumps from place to place. Games drop down to 15-20 fps every 5 seconds and videos buffer alot when they are played and they make static noises when buffering. Pc is just slow overall. Tabs won't open smoothly without lagging, etc...
 
What have I tried so far?
I've installed all the mobo drivers from asus and I installed the gpu drivers from the evga website. All are up to date.
 
What am I suspecting?
Some people said it could be the gpu's temps and that I have to get new thermal pads, but I've tested my temps with the 'EVGA precision OC' and my temps were 33 ish degrees celsius on idle and 50-55 ish on load when I was playing games. 
Other than that, I've had a windows anniversary update that I did, and before that update I never encountered these issues.
Some people have suggested to downgrade my windows to 7 because 10 had minor issues, but I don't want to backup all my data if windows 10 is not the issue. It will take my whole day. But if I must, i'd have to do it.
Here's another weird thing; when I boot up the pc and login, it laggs. I shut it down completely and restart it, it still laggs. However, the lagg goes away (for 4-5 hours) when I choose the 'restart pc' option before i login on the first boot. But after a couple hours the lag returns.

- Windows 10 professional
- Intel i7 6700k (4.0 GHZ)
- EVGA GTX 1070 FTW EDITION
- Asus maximus VIII ranger mobo
- Superflower leadex 750w 80+ gold
- Hyperx Fury 16 gb (2400 MHZ)
- Samsung 850 evo 500GB
- Be quiet! dark rock pro 3
- Be quiet! silent base 800
 
Hope that's everything you need to know. Any suggestions of what I can do/try to fix this issue? It's really annoying that I have to deal with this after spending almost 1700 dollars on a pc.

    Ah yes. I put that there so you guys didn't have to suggest it. But what else can it be? I really don't want to backup 320 gbs of data.

    You could always try restoring the pc to a time before the updates installed using system restore.

    Hmm. But that won't stop me from backing up all my files. You see, windows does that anniversary update automatically, so if the issue IS that update, then I'd have to downgrade to a lower version eventually which means *sigh* backing up. But I'll know atleast what's causing the issue. But what else could it be other than that?

    The mouse polling rate could be causing the stutter of the mouse. FPS drops in games could be because of a overheating cpu.

    O shoot, I forgot to mention. Yes I have tested cpu, gpu and ram temperature. All temps were fine. The mouse cursor was just an example to describe the lagg i was encountering. The lagg is everywhere. For instance when you switch tabs, its not smooth. Scrolling is not smooth. The letters I type from my keyboard have a delay. Videos buffer all the time making robotic noises. Games do not drop frames when I dont encounter lagg (i do not get lagg for 4-5 hours when i choose the 'restart pc option'), but when i regularly drop frames I can tell that the lagg has returned and I have to restart my pc again.

    Hmm. What are your cpu/gpu usages when you notice the lag? Maybe your pc is infected with a virus and the virus is using all your system resources.

    Suprisingly, everything seems to be in order. On idle with just google chrome and (obviously) my taskbar runnig i get max 3% cpu usage and 13% memory usage (chrome showers with my ram).

    1. How To Uninstall Windows 10 Anniversary Update
    2. Make another partition on your SSD if there's space and install Windows on it to test..Maybe backup most important stuff to it also.
    3. Internal/External Drives for backup and things are nice too and don't cost all that much.

    *sigh of defeat* Okay. I'll start backing things up and remove the anniversary update. Maybe even go back to 7 or 8.1. I'll keep you updated.

    Try a different mouse.

    Thank you for your reply, sir. You see, I used the mouse cursor to describe the lagg I was encountering, so the mouse itself had nothing to do with it.
    But I can confirm to you, after trying 3 different mice, that;
    - my mouse cursor still laggs
    - my pc still isnt smooth
    - my games still drop frames
