Precision X Showing Power % Loss Mid Game

What my computer does

Quick note: These are edited pictures off the EVGA site and not actual screen shots I'm at work :P they do however accurately reflect what my precision screen looks like.
 
 
I've attached two pictures to this post I've noticed while playing pretty much any game my PC will experience what i can only describe as a graphical lag. (screen stops moving but i can still hear everything going on)
 
When i have the Precision X window open under the monitoring section i noticed that when ever this graphical lag happens my power, % drops from around 99, to about 39 for roughly 1- 3 seconds and then normal game play resumes back at 99%
 
I originally though this issue was due to my card being old i was using a GTX 300 Series and upgraded to a GTX 660 ti 2gb Superclock from EVGA (in January)
 
The issue persisted and i ended up just dealing with it.
 
My question is does the power % indicate the Card is losing power? or could something else be causing the issue?
 
I'm running a i7 920 but my CPU usage never seems to go beyond 50%, my memory usage however seems to be somewhere around 90 - 95% in use running on 6 gb total

    Try setting your "Power Target" up to it's max.  There is no harm doing this.  All you're doing by increasing it from 100% to it's max, or anywhere in between, is basically allowing your card to use more power before it throttles down.  Right now, when you hit or exceed the 100% threshold, your card will throttle down until the power is back down under 100%.
     
    Try that and see if it resolves or improves your issue.

    I actually have tweaked my settings in an attempt to do that my power target is currently set to max with the GPU clock set to 17 and memory clock set to 200 (still working on finding the most optimal settings for memory)

    I wonder what is up with your memory usage. It might just be that your memory appears full due to superfetch and is not actually full. But if it is actually full, the memory shuffling back and forth with your hard drive swap space could cause the game to pause which would cause the video card to run out of work to do momentarily. What else do you have running in the background while you are playing games? Do you have your browser open with many tabs open or anything else like that which would eat up a lot of memory?

    Also, try disabling hyperthreading for your CPU in your BIOS to see if that lets your CPU do more work and causes your CPU usage to increase.

    Try this.  Close and uninstall PrecX making sure to answer NO when asked to save profiles and data etc... Then Reboot!  Don't skip this reboot.  Now follow this link to DDU >>  http://www.guru3d.com/files_details/display_driver_uninstaller_download.html
     
    Read through and follow the instructions exactly.  (safe mode)
     
    When all done, go to Nvidia's site  >>  http://www.geforce.com/drivers
    Enter your GPU model and OS.  Download and save the driver of your choice to your desktop.
     
    Then run the installer.  Use "custom" mode install.  ONLY select the graphics and PhysX components.  Uncheck eveything else.  Put a check mark in the "Clean" install box.
     
    Then go to EVGA's site and get the latest version of PrecX and install it.
