Power Supply Fan Speed keeps changing

I recently built a new PC and installed an EVGA 500W Power Supply 100-W1-0500-KR

I keep hearing the fan whrrr very quickly and then go back to normal every 5 seconds or so. I go into the bios and it switches between 2000rpm and 650000rpm. No options in the bios to fix this anywhere and can't find any drivers/software to edit. I'm guessing this is very bad for the motor for starters, it is also extremely annoying hearing the speed change every 5 seconds.
Any advice?

    Do you have the ECO Mode enabled? Try switching it to normal and see if that helps.

    My question is, how do you see fan speed change in the bios? There is no link between your PSU fan and your motherboards bios to monitor the fan speed.

    I agree. Maybe you are confused with some other fan in your computer case. Maybe it isn't the power supply fan that you are hearing.  What is the name of this fan in the BIOS?

    Also, it is changing back and forth from two thousand RPM to six hundred fifty thousand RPM? 2000 to 650000? I just want to confirm that number; because if true, that is clearly an impossible speed and therefore a faulty/inaccurate/incorrect indication.

    This is the number displayed in the bios. I know it's incorrect but I can still HEAR it whrrring loudly every 5 seconds. And yes I know its my psu because I can see all the other fans and they're all constant. I can also feel it if I touch the area of the case

    That is NOT your power supply fan.  That is the fan connected to the "chasis power" fan header next to your CPU fan header.  That fan header is sometimes used for a voltage regulator heatsink fan (thus the term "Power Fan") or top case fan.
     
    The motherboard has no way to monitor your power supply's fan speed.
