I had a 4930k and 780 Ti running on Win 10 running for months and months without a single glitch or problem.
I started getting the message that Precision XOC 6 was out and asking me to upgrade.  I installed it and everything seemed normal with the install.  I was looking for where the settings were hiding and inadvertently clicked on the K-Boost icon.  I got a BSOD (my first with W10) and I had to reboot.  When it loaded, K-Boost was still on, so I clicked to turn it off and got another BSOD.  It took me several attempts to turn off K-Boost, and each time I got a BSOD but it eventually indicated that K-Boost was off but the system was flaky.  I downgraded to Precision 5.11 and it remained the same, I downgraded again to 5.08 and  still no better.  I uninstalled precision, installed the latest Nvidia driver, and reinstalled 5.08.  The system seems stable (so far) but the GPU runs a max boost clock at all times, even sitting on the desktop with nothing running.  
 
I would like to get it to throttle back when not in use.  I also use Frame Rate Targeting and would like for it to clock back for that.  Right now, frame rate targeting works, but it is still needlessly at 100% clocks all the time.
 
Is there a file that I can manipulate to make sure that k-boost is all the way off?
 
Any ideas?

Here are the top causes of why a GPU would run at full clocks at idle...
 
#1 You're running multiple monitors. Fix: Enable mutil display power saver using nvidia inspector.
#2 Your machine has a virus. Fix: Scan computer using malwarebytes.
#3 One or more programs running in the background are using your GPU. Fix: Perform a clean boot of windows.
#4 Power management mode inside the nvidia control panel is set to prefer maximum performance. Fix: Set power management mode to adaptive then reboot your computer.
#5 Running a resolution of 2560x1440 @ 144Hz. Fix: Change refresh rate to 120Hz.
#6 K-Boost is enabled inside Precision X. Fix: Disable K-Boost.
#7 Shadowplay is enabled inside geforce experience. Fix: Disable shadowplay inside geforce experience OR completely uninstall geforce experience from your machine (highly recommended)

I sincerely appreciate your help.  
 
#1 did the trick, although I have had a few momentary driver crashes since installing inspector and having it loaded.
 
I am not sure that I understand what caused the problem, or why I suddenly need nvidia inspector to return things to how they were before.  I have had the same video card, and the same (2) 1440p monitors, for years and it had always worked properly. Is this something new cause by Windows 10? 
 
Can you explain the threshold adjustment to me?  I set it to 30% and it appears that the video card goes to full speed anytime that the GPU load exceeds 30% ... is that correct?   I moved that up a little higher so that it does not max the clocks unless there is more load on the GPU.
