I just recently purchased an EVGA GeForce GTX 970.  I bought the card through E-Bay.  I did not get a power adapter.  I have a 650W Antec power supply.  It has two 6 pin pig tails.  Do I have to have a 6 and an 8.  If so where can I get an adapter.  The card part number is EVGA GeForce GTX 970 04G-P4-3975-KR.  I am upgrading from a GeForce GTX 640 and removed the drivers before installing.  I then get the error listed here 'PLEASE POWER DOWN AND CONNECT THE PCIe POWER CABLE(S) FOR THIS GRAPHICS CARD'.

YES, You Must Plug in Both the 6-Pin and the 8-Pin for the card to work.
What is the Model Number of your 650W Antec power?
 
You can use a y-adaptor a two 6-pin to one 8-pin and the other two 4-pin Molex to one 6-pin.

I don't understand why people think power connectors are seemingly optional...Unless specified as optional they all have to be populated with cables.

It is possible that your Antec PSU has three (or more) PCIe six-pin power plugs, one 8 pin PCIe power connector (150W) is equalivent to (2) PCIe 6 pin power connector (75W), so you should be able to use an adapter like this,

to run the card on (3) 6 pin PCIe power connectors, if that PSU does not have an 8 pin (6+2) and only has multiple six pins, common with older PSUs

Then this should work;
Two y-adaptors a (two 6-pin to one 8-pin) and the other (two 4-pin Molex to one 6-pin).
EVGA did say they would be glad to help out with some of the y-adaptors needed if you register your GTX 970 04G-P4-3975-KR card.
