Overclocking without turbo boost? | Z97 Classified

Hi, I want to overclock my z97 Classified without turbo boost (static overclock), I achieved it with my low-to-mid range MSI micro-ATX board a year ago, now I'm trying with my "high end" board without any sucess, it seems like it is maxed is 4ghz.
I've tried to find some info, still nothing up to date, anyone knows ?

    What makes you think it is stuck at 4.0 GHz? What are you using to monitor the clock rates? Try this to stress your CPU and monitor its temps and perf: https://downloadcenter.intel.com/download/24075/Intel-Extreme-Tuning-Utility-Intel-XTU-

    Im using cpu-z to monitor the clock rates.
    In the bios, when i remove turbo boost, I cant put a value higher than 40 under non-turbo override and it is cpu-z confirmed under windows.
