If I bump the Voltage to 1.050 using NVIDIA Inspector I can OC to 800/1600/1800 with no artifacts in OC Scanner. Unfortunately that's as high as my card will let me go even if I max the voltage. So I would have to say that is normal. Every chip has a different stock voltage set based on the batch from what I understand.
